Brabazon initiated recording. Nevin called the meeting to order at 5:00 p.m.

2. Vermont Flannel & Don Benasich, 96 Depot Street, Application 2023-03-012, Tax Map ID 32-52-48.00

Don Benasich gave a brief overview of the scope of work that would change the exterior of 96 Depot Street.  They have an existing permit for adding a new door to the lower floor to access a stairwell from the parking lot.  This application is for change to existing exterior paint to Racoon grey with Edgecombe Grey window sashes and white trim.  The doors would remain a natural or clear stain.

 

Signage proposed includes a new double-sided freestanding sign with Vermont Flannel in grey on top and Vermont Teddy Bear in blue on the bottom. Vermont Flannel signs are to be located on the gable end as well as the side facing Depot Street, which were initially proposed as script but also suggested that block lettering would be appropriate.  Benasich, requested the lettering of sign on building be approved in either script or block lettering.

 

Brabazon displayed the site map for the location of 96 Depot Street with the change of colors and sign locations. 

 

Don explained that they have recently made a business arrangement with Vermont Teddy Bears.  The Teddy Bears will now be available through Vermont Flannels in their store.  The application has been modified to include an addition to the free- standing sign for Vermont Teddy Bears. 

 

There is no request at this time for any additional sign lighting.  If they would like to add sign lighting they would need to provide the details and cut sheets to the Design Advisory Board. 

 

Having no additional questions, a motion made to approve the application as submitted for approval by Watanabe and seconded by Shoener.

The motion carried 3-0

 

 

Brabazon displayed the site plan and elevation drawings of the new building addition.   Gregory Boshart gave a brief overview of the site plan & showed how the site will change.   The existing fence line will be reconfigured and will be located approximately 3 feet from the bus station shelter.   The existing propane generator will be relocated to the area behind the fencing on the left side (facing the entrance).  The existing propane tank will also need to be re-installed underground.   All of the finishes will match the current colors of the buildings and features.  The color proposed is a C-2 color Paprika for the body and woodpecker for the trim.  There will be a new aluminum garage door with the barn door look.  The additional roof will match existing color and style of existing roof.   Greg also said that the plan was to add additional heat pumps to the project to handle the heating and cooling loads from the expansion.  The exterior concrete deck area will have a resurfacing to match existing and cover areas left by moving generator and tank.  The new concrete will also help improve existing drainage. Exterior lighting was also discussed and there will be two sconce lights added but these will not be on after hours, there will be some light from the emergency food area which will be visible through the half glass door which will be unlocked 24 hours. 

 

Having no additional comments questions or concerns the motion to recommend approval of the Food Cupboard application as submitted was made by Watanabe, the motion was seconded by Shoener.

 

The motion carried 3-0

        

 

 

Frank Parent from Long Trail Engineer gave a brief overview of the application to expand parking.  The area could be considered to be a little wet and the scope of work would be to scrape the area to achieve positive drainage towards the stream and top with a permeable paving.  The parking areas will then be lined.  There is no current plan to add any additional lighting or any signs.  Nevin asked if there were any plans to install some car chargers at this point.  Frank explained that there was no current plan to install them. 

Watanabe asked what was located between the new lot and the old one.  Frank said that there would be green space between the two lots.  It was also pointed out that there could be additional plantings in keeping with the previous parking area.  The suggestion was made to include three additional trees to further screen the parking areas from Rootville Road.  The total parking proposed was initially 79 spaces and have currently 54 in place therefore the remaining new additional will be 32 spaces.

There was a question about any outstanding items left to complete from the previous permit.  Frank indicated that he thought that there were two items one is the dumpster enclosure and the other was a bike rack.  Staff asked that he be prepared to offer a timeline for completion prior to April 5th DRB meeting.

 

 

Steve Wilson from Bohler Engineering outlined the application for new halo sign on the front of the McDonalds building.  The roofing is also part of this application.  The old roofing is nearly at the end of its useful life and they are searching for materials that will be used to replace.  The steel shingle presented appeared to have a significant amount of sheen and reflective qualities that were deemed to be less than ideal.  Roofing as approved in a previous permit was an asphalt shingle.  Watanabe recalled having a lengthy discussion with the applicant of the roofing materials during the original permit approval process and the new material is not in keeping with what has been agreed to.  With no additional discussion or concerns expressed, a motion was made by Watanabe to approve sign as submitted.  The roofing material is not approved at this time and the Board has asked the applicant to reconsider materials for the roof for some point in the future.  Shoener made the second and the vote to approve was carried 3-0.

 

 

 

Michael Puglise gave a brief overview of the project to restore the rectory building located at 358 Bonnet Street.  The scope of work will require the removal of all roof shingles, siding windows and doors including garage door.  Replacement will be with matching the preexisting colors and features but using upgraded materials.  The look and feel of the home will remain unchanged from the exterior.  The plan is to replace the vinyl siding with new hemlock bevel siding.  The roof is mostly made up of three different materials and will all be made the same except for the enclosed deck which will have standing seam roofing.  The plan is to have all other roof sections covered by a new architectural shingle. 

Windows are schedule to be replace with new double hung 6 over 6 windows that are in keeping with the period.  Existing shutters are plastic and they would be removed and not replaced.

The front door will be replaced with a brosco door painted the same color with glass I a similar design and the garage door will be replaced.

Watanabe motioned to approve as submitted Shoener made the second and the motion passed 3-0.

 

Mark Lenza, 4714 & 4712 Main Street, Construction of a new 30’ X 50’ Building and demolition of existing shed.   Application2023-03-015   Tax Map ID 31-50-22.00

Lenza presented designs for a new 30’X 50’ building with commercial space on first floor and residential on the second floor.

The building would have a wood shiplap siding. Shutter materials were not identified, Nevin asked that no vinyl materials be used. The siding color same color as existing buildings on lot with a beige trim.  Roofing material would be black asphalt.

Windows 6x4 upstairs need to meet egress, specific windows aren’t selected but would be wood frame.  Doors are fiberglass with wood grain, Jon suggested wood since protected under the deck.  3rd floor vent wood would be wood.

Lighting would be halo lights under soffit and sconces around doors.  Fixtures haven’t been selected so Lenza will give Brabazon specs on lights when he has them.

Landscaping would include some low brush but don’t have selected yet

Watanabe motioned approval with wood shutters, wood doors, colors as presented, charcoal architectural shingles, Marvin or Anderson windows with wood trim as selected 8 over 8.  Shoener second.  The motion carried 3-0
