Beattie called the meeting to order at 9:10 AM.
Minutes from December 17, 2021
Kilburn moved, Beattie seconded. Motion carried 2-0 (Madden not present).
Richville Road Water Main and 2022 Town Meeting
The Board discussed a possible project on Richville Road. O'Keefe stated that the project would include 2,730 LF of 12” main from Airport Rd to Cass Terrace. The estimated construction cost is $980,000, 15% contingency at $150,000, final design of $60,000 and onsite construction engineering of $140,000.
The Board discussed a possible article:
ARTICLE X. Shall general obligation bonds or notes of the Town of Manchester in an amount not to exceed One Million, Two Hundred and Seventy Thousand Dollars [$1,270,000], subject to reduction from available state and federal grants-in-aid be issued for the purpose of financing the cost of making public water system supply, transmission and distribution improvements, including replacement of the Richville Road Water Main, the estimated cost of such improvements being One Million, Two Hundred and Seventy Thousand Dollars [$1,270,000]?
Kilburn moved, seconded by Beattie, to ask Selectboard to place article on warning. Motion carried 2-0 (Madden not present).
APO and Source Protection Plan
Madden arrived at the meeting. Beattie offered introductory comments. Benson and Nawrath provided remarks about a newer geological survey from 2007 and the source protection plan.
O’Keefe talked about a possible committee — Selectboard, Water Board, Planning Commission. Madden offered to serve on the committee
Appointment
Kilburn moved, seconded Beattie, to appoint Madden to a possible committee to study the source protection plan. Motion 3-0.
Service Line Discussion
Kilburn offered comments about the current Board policy on service lines. The Board, Severance and O'Keefe discussed the current policy. Kilburn agreed to work with O'Keefe and Severance on an updated policy that would assume ownership of service lines to the curb stop or right of way. The Board agreed that many details need to be worked out and considered.
Other Business - Water Trucks
Kilburn moved to authorize $10 per 1,000 GPD plus $65 administrative fee, with the maximum penalty for unpaid bills, for bulk water sales, seconded by Madden. Motion carried 3-0.
Delinquent Water Accounts
O’Keefe mentioned delinquent accounts and spring shutoff.

Madden moved, seconded by Kilburn, to adjourn. Motion carried 3-0.
