BOARD OF CIVIL AUTHORITY

BOARD ATTENDEES: Wayne Bell, Jim Dingley, Alison Hill,Martha Heilemann, Ruth Hoffman, Cynthia Kilburn, Richard Long, Barbara Powers, Anita Sheldon, Laura Streiber
ABSENT: Ivan Beattie, Greg Cutler, Jan Nolan, Todd Nebraska, Marc Blumenthal, Frank Kropa
Cynthia Kilburn called the meeting to order at approximately 5:00pm.
APPROVAL OF MINUTES FROM JULY 30, 2019, AUGUST 13, 2019, JANUARY 21, 2020 and JUNE 30, 2020.
Richard Long moved, seconded by Martha Heilemann, to approve the minutes from July 30, 2019. Motion carried.
Richard Long moved, seconded by Barbara Powers, to approve the minutes from August 13, 2019. Motion carried.
Richard Long moved, seconded by Martha Heilemann, to approve the minutes from January 21, 2020. Motion carried.
Richard Long moved, seconded by Barbara Powers, to approve the minutes from June 30, 2020. Motion carried.
COVID-19 IMPACTS REGARDING THE GENERAL ELECTION AND POLLING PLACE LOCATION
Cynthia Kilburn and Anita Sheldon gave a brief overview of the General Election. Discussion ensued regarding location, COVID-19 polling place restrictions and how Manchester would be conducting the General Election.
The board discussed locations such as Burr and Burton Academy gymnasium, Manchester Elementary Middle School gymnasium, Riley Rink, St. Paul's Catholic Church, Manchester Parks and Recreation and Town Hall. The board agreed to pursue holding the General Election at Manchester Town Hall on November 3, 2020 for various reasons including lighting, heating, parking, accessibility and weather. The board will discuss and approve an alternative plan to expand voting accessibility at Town Hall at a later date if needed.
With no further business to come before the board, Richard Long moved, seconded by Martha Heilemann, to adjourn at 6:00 PM.
