DESIGN ADVISORY COMMITTEE (DAC) MINUTES

Greenland called the meeting to order at 2:13 p.m. with committee members Greenland and Benoit via conference call.
Manchester Knoll Housing, Limited Partnership, 35, 55, 73, & 83 Torrey Knoll, Replacement of roofing, siding, trim, windows, doors, exterior light fixtures, and repaving of the parking lot.
Schenker described the project. The buildings were constructed circa 1990 and the materials are past their life. A complete retrofit and energy upgrade is planned. Repave the parking lot and driveway, new LED fixtures on the pole mounted lighting, insulation and fiber cement siding and trim to replace vinyl, and asphalt architectural roofing shingles (medium gray). Windows will be one over one double hung fiberglass to replace vinyl. The buildings are currently all white and new finishes will provide a neutral color palette with a tasteful accent color. There was discussion of color. Hurley pointed out that the new ordinance exempts changes in color from requiring design review (See Section 2.1.3 of the ordinance) because color is easily changed and less important outside of the historic downtown where buildings are not so close together. Benoit suggested doors and windows should be of compatible architectural style. Schenker noted that the doors are half glass over two panel. Greenland suggested less than half glass for security purposes. Schenker said that the idea is to allow light into the entryway, but he would consider a model with less window coverage. Hurley requested door specifications for review if a change is planned and noted a change could be reconciled with a certificate of compliance. Schenker noted that the dumpster enclosure would be rebuilt with new concrete pad and new 3-sided wooden enclosure, without gates. Located next to the laundry. Not very visible from Richville Road. Hurley noted that she thought this sounded compliant with the trash enclosure provision of the ordinance. Gourd connected via conference call. Having reviewed submitted design details, he had no further questions or concerns.
Benoit motioned to recommend approval as presented. Gourd seconded the motion. The motion carried 3-0-0. Benoit left the call. Hurley will issue a permit accordingly and explained to Schenker that she would send the permit to him but post the notice of permit on the site herself due to the Stay Home Stay Safe order.
Approval of minutes from March 25, 2020. Gourd moved to approve the minutes as presented. Greenland seconded the motion. The motion carried 2-0-0.
The meeting was adjourned 2:46. The next meeting of the committee is scheduled for April 29, 2020.
