BOARD OF WATER COMMISSIONERS MINUTES
BOARD ATTENDEES: IVAN BEATTIE (CHAIR), DOUG KILBURN AND TIM MADDEN. ABSENT: NONE.
TOWN STAFF ATTENDEES: JOHN O'KEEFE (TOWN MANAGER), MICHAEL DeCUBELLIS (FINANCE DIRECTOR), ERIC SEVERANCE (WATER AND SEWER SUPERINTENDENT) AND CHRISSY HASKINS (TOWN ENGINEER)

APPROVAL OF MINUTES FROM NOVEMBER 1, 2019
Kilburn moved, seconded by Madden, to approve the minutes from November 1, 2019. Motion carried 3-0.
Prospect Street Water Main Project - bid review
The Board, O'Keefe, Haskins and Severance discussed the recent bids for the project. The Town received three bids. Discussion focused on issues related to COVID-19, concerns about paving and open trenches on the Village roadway, technical deficiencies in the bid responses, and the Board's desire to add additional footage to the overall project. The Board reviewed the funds available from the 2017 Water Bond available for the project.
Kilburn moved, seconded by Madden, to enter into Executive Session for the purpose of discussing possible litigation. Motion carried 3-0. O'Keefe, Severance and Haskins were invited to attend the Executive Session.
After leaving Executive Session, Kilburn moved, seconded by Madden, to: re-bid the project in an expedited manner, send a letter to all bidders notifying the bidders of the re-bid and that the Town will be placing additional conditions on the project in order to help ensure completion during the COVID-19 pandemic, adding an additional 935 feet of water main to the project and including an option for weekly trench paving. Motion carried 3-0.
The Board agreed to use Water Department reserve funds if the bids exceed the available funds from the 2017 Water Bond.
Barnumville Road Water Main Design
Haskins stated that federal funding may be coming for so-called shovel ready projects. The Board discussed the design of the Barnumville water main project and Richville Road. The Board agreed that Barnumville Road was a priority based in part on the Town's schedule to paving Barnumville Road.
Kilburn moved, seconded by Madden, to use up to $50,000 to design the Barnumville water main project. Motion carried 3-0.
Town Well Upgrade Project Update
Severance updated the Board on the progress of the improvements to the Town wells on Union Street. Severance provided the Board a demonstration of the new online control system called Mission Control.
Kilburn asked about the status of the backup well site study. O'Keefe and Haskins provided an update.
