Junior High Provincial Debating Championships Grades 8 and 9

Dear Debate and Public Speaking Coaches:

Balmoral Hall School invites you to the 2015 Junior High Provincial Debating Championships for Grade 8 and Grade 9 students, to be held Sunday, March 8th, 2015.

Time: Sunday, March 8th, 2015. Registration will be from 12:15 until 12:30 PM. Awards will be presented at approximately 4:45 PM. Snacks will be provided at 2:15 PM.

Location: Balmoral Hall School, 630 Westminster Avenue, Winnipeg

Resolution: This house would ban the media from exaggerating street crime. The definition of exaggeration must include making crime seem more common by things like omitting perspective (e.g. actual crime rate) rather than just saying that the media can’t lie (e.g. saying that the crime involved things that it didn’t such as torture). There will be a total of 3 rounds. There will be 1 impromptu round that runs prior to the prepared rounds. The topic will be announced 30 minutes prior to the debate. There will be 2 rounds of prepared debate, and all teams will debate both sides of the prepared resolution. Speaking times will be a maximum of 6 minutes for constructive speeches and 3 minutes for rebuttals. There is no minimum time. Heckling is not allowed. There will NOT be a novice category.

The top 6 teams from the Junior Provincials, as long as they are in the top half of the tournament and as long as there is no more than 1 team per school until all of the schools with teams in the top half of the tournament are sending a team, will represent Manitoba at the Junior National Debating Championships in Winnipeg from May 8th to 10th. We may be able to send more teams but that will be confirmed later. Students selected for the Junior Nationals will need to pay a fee to cover registration costs. In addition, the top team per school will be eligible to attend the Donahoe Cup tournament in Halifax, April 17th to 18th, unless the school has decided to choose its Donahoe team in some other way. Teams that are selected for the Jr. Nationals may not go to the Donahoe Cup as well, but the next best team from those schools can attend the Donahoe Cup. Again, students selected for the Donahoe Cup will need to pay a fee to cover travel, accommodation, and registration costs.

Schools may send a maximum of 3 teams to the Manitoba Junior Provincials at Balmoral Hall. Depending upon numbers, it may be possible to send additional teams. If you would like to do so, please indicate this when registering. We will respond regarding the potential of sending additional teams by March 3rd.

Schools are required to bring one judge per team. If you are bringing student judges, they must be experienced debaters in grade 11 or 12, as we do not have a novice category. You may bring experienced debaters in grade 10 to judge as well, but please check with me first. If you are able to bring additional judges, please let me know so I can ensure that there are an adequate number of judges for the tournament.
