Non-Valor Artful Armor
Non-valor artful armor can be obtained by collecting certain tokens, which along with money can be used to purchase artful armor that does not require you to have a certain valor rank.
Short overview on the different levels and requirements:
Level 1-5: Start quest "Time of Harvest and Fury" by talking to Shopkeeper Armak in Settlement of Faytir / Sadok in Baruvill Hamlet to be able to obtain Symbols of Fury and Symbols of Harvest. (WoD Library info)
Level 6-10: Start quest "Works of the Great Blacksmith" by talking to Shopkeeper Zaven in Eagles' Nest / Manaser in Allayas Wastelands to be able to obtain Blacksmiths' Arena Tokens. (WoD Library info)
Level 11-15: Complete the quests "Recommendation Letter" from Votan in Domain of Winds / Doran in Frontiermarks and subsequently "Bloody Plot" from Lady Cordelia in Domain of Winds / Lady Guinevere in Frontiermarks to be able to obtain Tokens of Victory in Chaotic Battle.
Level 16-20: Complete quests "Missing Blacksmith" and subsequently "Sword for the ruler" from Bratwell the Brave / Erding to be able to obtain Ancient Amulets.
Attention: You will need both the required amount of tokens and gold to purchase the items. As soon as you are out of the level range you will not receive tokens anymore, but you can still spend the ones you have!
All you have to do to be able to get the tokens is start the quest by talking to the Shopkeeper:
There are two different kinds of Symbols you can collect, those from hunting and those from battlefields. The ones from hunting you need to buy Cuisses, Cuirass, Weapons, Shirt and Boots, while you will need the ones from battlefields for Bracers, Pauldrons and Helmets. If you at any point in time cancel the quest, you will not be able to receive any tokens until you pick it up again.
The Symbols of Harvest can be obtained from killing certain monsters. The amount of tokens you receive for killing these monsters is random and varies each fight.
These monsters need to be the same level as you or higher, and can not be below! Also you can not be in a group, otherwise you will not receive any tokens - that includes a group where you are the only member.
Only certain monsters drop the symbol, these are:
Level 3: Demon Hound, Male Ashen Spider
Level 4: Veteran Demon Hound, Purple Zigred, Arboris, Krogan, Veteran Berona Tiger, Ice Kakurt
Level 5: Maverick Gungl, Iguaron, Vampire, Pkhadd Bear, Dugrkharg
Level 6: Gungl Exile, GunglDO, Stone Lotus Renegade, Red Axes Renegade, Kodrag, Atshi Bat
The Symbols of Fury can be obtained by winning Crystalline Caves, Temples and Arenas.
For winning in Crystalline Caves you will obtain 25 symbols, for a win in Temple you will get 10 tokens and only 5 for a victory in Arena.

To start off the quest you're asked to buy Lumps of Cheese in the shop and use it in Free Meadows / Smoky Knolls, where you will be attacked by 1 to 3 Young Kretches. After killing some of them you should receive a Mark of Distinction, which will allow you to receive Blacksmiths' Arena Tokens for winning in the Arena Battlefield. The amount of tokens you receive depends on how many victories in a row you were able to achieve.

The quest "Recommendation Letter" is pretty straight forward and even "Bloody Plot" should not cause any big issues.
While you have finished all steps in the quest Bloody Plot but still have it active you will receive Tokens of Victory in Chaotic Battle for each time you are on the winning side in a chaotic battle. If you at any point in time decline the quest you can pick it back up by talking to Lady Guinevere in Frontier or Lady Cordelia in Domain of Winds.
Even if you die in the fight but your team still wins the chaotic battle you will receive tokens. The amount of tokens you receive depends on your level.

After completing the quests "Missing Blacksmith" and "Sword for the ruler", you will be able to receive Ancient Amulets in Meridian Vaults.
For a Victory in the Meridian Vaults you will receive 10 Ancient Amulets, independent of your level. You will not receive any tokens if you lose however.
Sadly currently the Armory is not up to date to include level 16+ armor.
