1. Introduction
The Government’s ‘Health Bill’ in England and Wales means that all workplaces are required to be smoke free. The College’s commercial buildings and contents insurance policy explicitly prohibits smoking of any kind within 25 feet of any building owned by the College.
2. Policy
The following smoking policy is in place at Ephraim Williams House:
2.1 Ephraim Williams House is a totally smoke-free campus. Smoking is NOT permitted anywhere within the confines of all 4 buildings comprising Ephraim Williams House either indoors or in the open air in the front and back quads or back gardens at the Banbury Road or Lathbury Road or Moreton Road properties.
2.2 Cigarette stubs should be extinguished beforehand and placed in the external bins provided before entering any of the buildings and anyone found throwing them on the ground of the campus will be fined.
2.3 Smoking of any kind is strictly not permitted in any Student bedrooms and is not allowed anywhere else on College property.
2.4 The use of electronic vapour devices is also strictly prohibited.
3. Enforcement
For Staff and Students, refusal to desist from smoking will constitute a disciplinary offence. Students and Staff should refer any comments about non-compliance with this policy to the Director of Administration.
3.1 Anyone found tampering with smoke or heat detectors will be issued with a fine of £200 for the first offence, plus the cost of repairing or replacing equipment, if required. A second violation will result in a fine of £400.
3.2 Alarms activated due to cigarette smoke will result in a £200 fine for the first offence and a £400 fine for a second offence.
3.3 In the case of further violations resulting from smoking on the premises the Programme has the right to impose additional disciplinary action, including expulsion.
3.4 The College will impose an additional cleaning charge of £75 at the end of the lease period in the event that a Student is found to have smoked or used any apparatus which emits smoke or fumes of any kind.
