Officer Professionalism & Conduct:
We have seen a decrease in the amount of complaints since August each month, with an approximate decrease of 26.1% over the two-month period. Municipal Police Staff stress the importance of professional conduct in-game and out of game. Officers are reminded that their performance is a reflection of our department as a whole, and on our community. Poor performance or violations of our community rules is not acceptable.
Officers are reminded to remain in compliance with our Uniform Structures, Vehicle Structures, Jurisdiction Policies, and all other Regulations & Policies at all times while on patrol.
Officers are encouraged to review our Code of Ethics, Expectations, and Mission Statement of the department and to always ensure our goals as a department are met.
Officer Accountability & Honesty:
Officers are reminded and asked to uphold their own honesty and to be accountable for their own actions. Our policies and rules are in place for a reason, and officers must abide by them while patrolling as Municipal Police.
This includes writing reports for scenes, filing arrest reports, filing use of force and OIS reports!
Call & Emergency Responses:
Officers are encouraged to read over the Law Enforcement Emergency Response Guide before their next patrol.
There has been an increase in officers responding to calls with inappropriate codes.
Lights and sirens are not required for every call; most service calls can be handled routinely.
For example, welfare checks, suspicious persons, and noise complaints can all be classified as code 1 responses.
Supervisors will be monitoring call responses and cracking down on violations moving forward.
All units are reminded to call out over the radio when en route to a call.
Frequent instances occur where units arrive on the scene without confirming over the radio, leading to multiple units responding independently.
Proper communication helps prevent confusion and ensures that officer resources are utilized efficiently.
Pursuit Policy Reminder:
Officers are reminded of our amended pursuit policy that was announced over the past month, on October 10, 2024.
No more than 4 officers and 1 supervisor should be involved in a pursuit unless otherwise directed by a supervisor.
Units not directly involved in the pursuit shall attempt to station at intersections ahead of the pursuit to warn traffic and attempt to deploy stop sticks as authorized in this policy.
If you are in a pursuit and observe 4 or more units ahead of you, it is your responsibility to terminate your involvement in the pursuit.
Failure to terminate upon a supervisor's request will result in disciplinary action.
Officers are also reminded that upon initiating a pursuit, the officer must provide details such as;
a) reason for pursuit
b) description of vehicle & suspect(s)
c) condition of the roadway & weather
d) number of units involved in the pursuit
Jurisdiction Compliance:
When officers are active as Housing Police, Sanport, or University PD, please adhere to the following:
Do not respond to calls outside of your primary jurisdiction. Responding outside your designated area is a violation of policy.
The only exceptions to this rule are designated all calls issued by a Municipal Police Supervisor, State Police Supervisor, or Dispatcher.
Radio Transmissions:
Please allow 3-5 seconds between radio transmissions if you do not have priority traffic.
There have been incidents where officers on traffic stops faced violent attacks and were unable to provide callouts due to non-priority transmissions cluttering the air.
Officers are advised to attempt to minimize wording in callouts by cutting out filler words. This reduces the time taken for communications and enhances clarity.
