A good writer can construct effective sentences. An effective sentence communicates what you want to say to your audience in the exact way that you want to say it. e.g. explaining something clearly; persuading an audience using rhetorical devices; or, transporting a reader into a fictional world that you’re creating.
Whatever writing you’re doing, most of the work will be the creation of effective sentences.
