Much like the SWORDs, the Overwatch Snipers have always been an asset of the Universal Union. Before the formation of the Sector 61 Expeditionary Force the only time they were ever used was to man overwatch outposts, engage in long-range encounters with necrotics & parasitics, or to assassinate a priority target on the field. Here in Sector 61 however, with rebel partisans making increased use of long range weapons, they are needed in greater numbers to counter the war of attrition the Sector is in.
