Overlook

The Combine Overlook currently consists of the Planetary and Sectoral Commander as well as the ADU and AIUs for each Overwatch Division. 

Overlook is the leadership organisation of the combine faction, the major decisions come from them and the Planetary's decision is final for the faction. 

Planetary Commander (PC)


The Planetary Commander is the first ‘executive’ rank in The Combine, and is the highest overall rank. They ultimately possess the final say in all things relating to the faction, regardless of how/if they disseminate their authority or power. They shall appoint a Sectoral Commander to work with them, and eventually succeed them, from any person in any position within the faction.


Every 9 months the PC shall have completed a ‘term’, at the end of each term the current staff of DvLs shall vote on whether they still approve of the Planetary holding the position. This mechanism will be a form of mandatory feedback, forcing a dialogue on potentially unraised issues, rather than having positional effects.


If a division is lacking a DvL during this vote, then the CmDs currently in charge of the subdivisions belonging to that division shall collectively vote, that subsequent result being taken as tantamount to the missing DvLs vote.


When resigning the PC has the right to demote themselves to an OfC rank of any subdivision of their choosing, so long as they have the respective CmD’s consent. In the event of a resignation, the current Sectoral Commander shall ascend to the rank of PC.


If a division is lacking in a DvL during the vote, the CmDs currently in charge of the subdivisions will collectively vote, majority vote counting for what the DvL would choose. If they win the re-election they will serve another term, if they don’t the Planetary Commander will be given the two choices prior and the Sectoral Commander will move up by default. In the event of a tie in re-election, The ADU will be the tie breaker vote.


Sectoral Commander (SeC)


The Sectoral Commander is the second ‘executive’ rank within the Combine and works closely in tandem with the PC. Should the PC ever be unable/unavailable to manage factional affairs in any capacity then the Sectoral Commander has absolute authority on those matters.


Traditionally Sectorals will oversee the DvLs, handle most logistical tasks within the faction, and are the main representative of Overlook on the field (in-game). 


However, whilst these are traditionally the duties they carry out, they are not limited to them; most essentially they are the counsel and right hand of the Planetary Commander. 


This flexibility and undefined nature means they can, and will, undertake any task necessary factionwide as and where required.


Antonov Director Unit (ADU)


The Antonov Directive Unit is the third ‘executive’ rank of the Combine and represents the direct counsel of the AIU team. They also provide a centralised redundancy for the executive branch of the faction where the AIU are concerned, as well as providing the potential of a tie-breaker on executive decisions shared between the three positions (PC/SeC/ADU). 


Their appointment is made by a majority vote by the current AIU team, if a tiebreaker is needed then the Overlook advisory team shall also vote (in order to detach the PC/SeC from the appointment process).


The ADU can be removed from their position by the joint decision of the PC and SeC.


Antonov Investigation Unit (AIU)


AIU is the fourth highest rank within Overlook. They are specialized synthetic units provided by the UUs off-world authorities with the task of maintaining the cohesion of the faction. Whilst they have roles and tasks defined by the PC and SeC, as well as following their orders, should either Commander compromise the faction, they will take action against them (This is mostly lore, but also tied into their server permissions as explained in the 'AIU Special Authority' Section below)

AIU is not considered an "executive" position. Despite not being an ‘executive’ position however, they possess the same Overlook authority as laid out in the Chain of Command (as they are above DvL). 

New AIU are handpicked by both the PC and SeC, with both individuals needing to agree on the selection. 

Someone who already holds a high command position on the Rebel side (Major/Colonel+) or holds DvL+ on the Combine side cannot be appointed as AIU.


The role of AIU is (somewhat similar to the Sectoral) multipurpose, they can conduct internal investigations on a whim/when requested, they can assist and manage divisions/subdivisions, lead units on the field on various jobs, organise events and so on. For all intents and purposes they are additional Overlook hands to provide flexibility and adequate support for running the faction.


AIU has access to all Combine whitelists excluding that of the Sectoral and Planetary (if they are limited slot-wise, then the person in the position has priority over an AIU in accessing the job). - In the case of DvL whitelists, AIU may only access them if they are the acting-DvL of that division.


ADU/AIU special authority


In very special and rare cases, the AIU team (which also comprises the ADU) have the ability to come together and remove the SeC or PC from their positions. This would be carried out via a majority vote within the AIU team, provided that there is substantial evidence within a document to prove that the SeC/PC is failing to carry out their duties.


Should such special authority be used, it will then be charged to the AIU team to find a suitable replacement to those Overlook positions. The management team of DEFN (Specifically the CEO and President) must also be informed of the vote, and provided with the evidence used, so that they may either approve of the action or block it.

P.S: the Overlook command structure cannot be modified without approval from the community CEO and President.
