this is Scumpeye. She is cursed with the eyes that liter her torso. They get grumpy if they've seen the same thing for a long time, so Scumpeye is constantly having to travel so they don't plunge her mind into insanity.

Carlos has apologized extensively for creating her with the eyes, he only wanted them to politely encourage her to explore. However, some excess dark energy must've affected her creation and thusly the eyes became the way they are.

Scumpeye and JoJo used to work together, with Scumpeye going out and collecting samples of plants, animals and whatever else. After JoJo fragmented, Scumpeye helped George, but he's only interested in foreign technologies.
