The Ex-Mayor

Phlish used to be the mayor of the City of Downpour. One day CoD put forth an initiative to uncover any artifacts from the Crater of Life, eventually they did. It still was radiating with nuclear energy. Rumor had it that Phlissh was working with Carlos, which one citizen was so angry about, that they stole the before mentioned artifact and used it to mutate Phlish. He was no longer fit to be mayor and now spends his time wandering the badlands.
