L4D is actually not the computer itself, but the A.I. within computer in the shown image. L4D is actually placed in many smart home products in Neo Ladtropolis, like an Amazon Alexa but Lad-o-fied.

His main terminal sits somewhere beneath the city. From there people theorize he secretly runs the city, but they're just dumb conspiracy theorists. The actual location of his main terminal was kept a secret by those who built him, however now they have died, taking the secret of his location with them.
