• The Lecture of the EU Law as the second class of the Lecture Series of the EU Law at the Graduate School of Law, Zhongnan University of Economics and Law, in Wuhan, China, on the 2nd of December 2019.

・02. December 2019, the second class of the Lecture Series "Introduction of the Legal System in the EU in Comparison with Japanese One " which started at the Graduate School of Zhongnan University of Economics and Law in Wuhan, China, on the 11. October 2019 was held at 14:00 ~ 17:35. (the Number of the participating students = 36)

・On this class, in  continuation of a lecture of “Development and legal System of the European Union” of the last time, and under the understanding of the outline of EU, I made a lecture concerning the value-oriented policy, esp. the liberal Constitutionalism, and the governmental system of EU, esp. the functioning of European Parliament and Counsel, European Commission, European Counsel and the Court of Justice of the EU, therefore the legislative power, the administrative and executive power and the judicial power of the EU. In addition to this system, the relation between the EU and its Member States and the legal effects of EU Law in the Member States will be able to be learned. The last half of this class I made an explanation of the legislation process of the EU provided by TEU and TFEU under the liberal Democracy as the basic value of the EU and what so-called the deficit of Democracy means in the EU in details. 

・After this lecture, the time of questions and answers between the participating students and Prof. Dr. INOUE was arranged, and as the result, the participating students could approximately understand the EU, esp. the feature of the basic policy of the EU, esp. its value-oriented policy and the liberal Constitutionalism as the basic value of the EU, and the governmental system under the liberal Democracy of the EU.
