Outreach Lecture Series ⑦

On the 22. February 2022, Making a lecture for junior high school teachers in the training lecture for junior high school teachers at Fuse Junior High School in Higasi-Osaka city. (No. of the participating teachers; 16 and by online; ).

The lecture was held at the special-classroom at Fuse Junior Hyogo High School by the combination of normal form with online from 15:30 to 17:00, after my lecture we had the time for questions and answer for about 30 minutes for the principals and schoolmasters of junior high schools in Higasi-Osaka city.

The theme of the lecture is "What the important point of the subject of Social Science at the Junior High School in the Future is; from the viewpoint of Professor of Constitutional and European Law".

The contents of the Lecture is as follows:

1 Introduction; What is the objects of the Social Science in Junior High School

　Its Textbook is consisted of three parts; What the modern society is, Law and political System in Japan and the Global Society

2 The significance of knowing and thinking about the modern society

The modern society is established under the continuation of the development from the past society. It did not suddenly appear in the modern world. and the modern society will develop in the direction of the future. Therefore, it is very important for the students to know the features of the modern society and think about the way of its development from the past times in order to estimate the future society.

3 Legal order under the constitution: what the constitutionalism is

At first taking up the Constitutionalism under the Constitution of the Great Empire of Japan before World War II according to German system of Rechtsstaatprinzip.

Second; Failure of Constitutionalism to develop the real modern principle of the rule of law under the Constitution of the Great Empire of Japan and creation of Japanese totalitarianism centering around the Emperor

Third; the constitutionalism in the real modern sense under the Constitution of Japan

What means the constitutional law as the supreme law of the nation? Meaning of the conferal principle provided by the constitutional law and restraint to the public power by the constitutional law

Forth; the features of Japanese Constitutionalism in the 21st Century

4 Considering the Global society: the European Union as one example

Establishment of European Integration based on the principle of liberal democracy

It is the development of the modern constitutionalism in the European Countries.

Establishment of the area of freedom, security and justice under the principle of Unity in Diversity

The governmental system of the EU; the Council of Europe, European Parliament, Council, European Commission and the European Court of Justice as the original organs of the EU

And the way of its public power is exercised by according to the conferal principle under TEU, TFEU and the EU Charter of the Fundamental Rights

5 Summary; some problems concerning the constitutionalism in Japan and Europe

The participating teachers were satisfied with my lecture, and some principals and schoolmasters admired the contents of my lecture and advised me that next time the lecture will be better to make in the centering the contents of the European Union, because the students of junior high school in Japan do not know what the EU is in details.
