The Aegis can only watch so much of the solar system. There are many sectors in the solar system that are not monitored, unprotected, lawless space. These places are called the 'Dark Zone'. Different from the vast, more open neutral spaces. These tend to hide outlaws, vigilantes, and bounty hunters. A place where law as no meaning, shy of anarchy merely because causing trouble can still get you gunned down. Not much is known as to what exists on the inside, but an infamous ship (and group) called 'Section 21' can be commonly seen roaming around the outer reaches of the solar system.
The name of a ship that roams around outside of Aegis jurisdiction generally in the Dark Zone. It is the size of a small city, mostly in the company of many smaller defending ships, and is the most well known place for those who don't want to deal with laws or regulations; one can use as a haven to lay low. It also serves as a black market for various goods that can't be obtained elsewhere, or be obtained for much cheaper. It is also a front for some faceless war advocates, which some say current small scale conflicts are the result of their 'support'. Though despite all of the shady works, some do make an honest, if risky living here. Those who work in bounty work are sometimes called 'Section 21s', not to be confused with any sort of actual allegiance. Some larger groups form a private military, called PMCs, and these PMCs get their contracts from Section 21 to make their profit.
The Aegis is opposed to Section 21. The Aegis being the image of law and order, and Section 21 being viewed as lawless profiteering. Though some from Section 21 would view the Aegis without 'kid gloves' and call the Aegis a military dictatorship, especially considering how its military had formed.
On very rare situations however, if small groups of Aegis, and Section 21s have a common goal, working together is not impossible. This is because contractors working out of Section 21 mostly work for the pay, and not which side has better morals.
Any child that ends up here is either growing up with abusive parents who can't get things together, or being homeless out on the streets. It is a very tough life growing up here as a child due to lack of educational systems, or programs to get them out of poverty. Those who make it into adulthood are generally hardened through their experiences, and tend to circle around bad habits such as drugs and alcohol. Many seek to own a ship to get away from Section 21, and truly live on their own.
