New Atlantis is only safe space that dragons inhabit on Earth. Due to most of the Earth containing 'humans' coexisting has been a fruitless effort, and thus, New Atlantis was created. Originally it was the discovered by sea dragon scholars as the abandoned ruins of the old Atlantis. It contained partial records of dragons being supposedly being put into a dark time after it's destruction. After this it was rebuilt into an observatory for those same scholars who wished to study the Earth and space. As time went on, and humanity began to grow more rapidly, and the dragon species being somewhat thin, it became more necessary to expand the rebuilt Atlantis to give dragons a home. While the new arrivals to this 'New Atlantis' were as wild and to their own devices, the original sea dragon scholars that discovered the place and other scholars were in the middle of very rapid advancement. They were able to provide the populace with conveniences, and and educational opportunities, which created a healthy, more well educated populace.
Once a small haven for education and personal advancement, has become an Earthly haven fit for all dragons. It is the foremost place to go for those who wish to soak in old culture, and learn about anything one's heart desires.
The space while covered in large artificial domes, designs and old tradition takes precedence here. Many old dragons can be found here, the place is wrapped in tradition and old times. The origins of this place often reveal cloaked scholars and books. Many are likely to see and feel comfort in traditional Western Dragons, and some Eastern Dragons with mostly feral species. Dreu-kin are a pretty heavy minority, but they are no less welcome to most that live here. Everything is built large however so it may put traditionally small species at a disadvantage.
While not abandoning technology, they generally hold on to the times of when they began to thrive. So they very much take the Shinto approach to preservation. Holding on to old tradition, artifacts, and history. So much so that some of the areas reflect period times, namely from Ancient Japan and Medieval times.
