Wenzan would like to keep tabs on people new to Rockport. Specifically keeping tabs on new people who have standing in The Empire.

Now, with a constant influx of new settlers, Information about the things going on in Rockport is readily available.

There seems to be three main classes of individuals landing in Rockport.

• Those that have come seeking a new life either by working the land, applying their skills, or just running away from a unfulfilling life.
• Those who are seeking adventure as explorers or just wealthy tourists
• Those who are part of the Imperial military. Sailors taking leave from the ships harboring in the bay, or troops stationed at the camp east of town and helping with the building of the barracks

The docks have nearly doubled in size and the town is rapidly spilling over its original boundaries into tent towns. A number of vessel are anchored off shore either waiting for a chance to dock and unload its cargo or housing those wealthy enough to remain separated from the common masses.
