  • Provision of leadership for Policy Making, Implementation and Monitoring of Policies of the Ministry. Key policies initiated in the Ministry include; Aviation Policy, Transport Policy, and policy to regulate the Air navigation region covering Ghana, Togo and Benin.

  • Oversaw construction of four domestic Airports, identified six Airstrips for rehabilitation, completed the phase 1 and 2 of the International Airport in Ghana and supervised the running of a National Carrier Airline, and assisted in leasing of an Aircraft.

  • Drafting, signing and operationalization bilateral agreements were signed with various countries to increase the number of Airline operations to Ghana from 15 to 25.

  • General co-ordination and supervision of Chief Executives and Director-Generals of Agencies under the Ministry, i.e., Ghana International Airlines, Ghana Civil Aviation Authority and Ghana Airports Company.

  • Ensuring sectoral collaboration and cooperation with other Ministries. The Ministry sought collaboration and discussions with the South African Airways the Kenya Airways and various private Aviation businesses.

Role of Budgeting Practices in Service Delivery in the Public Sector: A Study of District Assemblies in Ghana

Highlights of the research article

This research analyzed the role played by budgeting as practiced in the District Assemblies of Ghana towards service delivery. The research adopted a mixed-method research design where qualitative and quantitative data were gathered using questionnaires, interviews, focus group discussions and document analysis. The study used multistage sampling to pick the respondents for the questionnaires, key interview informants and the participants in the focus group discussions. Thirty four out of 170 district assemblies which existed by 2008 were sampled. Participants in the study included 612 District Assembly (DA) officials, 1020 citizens, 28 national/regional officials and 20 participants in focus group discussions. Quantitative data, measured by using scaled-items, were analyzed using descriptive statistics and regression while qualitative data were examined thematically. The findings showed that citizens rated service delivery poorly, while district assembly officials rated service delivery as satisfactory. The study established that budgeting practices had positive significant influence on service delivery. The study findings have significant implication on the public administrators, citizens and scholars as it established the importance of having in place proper budgeting practices if the public sector decentralized governments and agencies will be able to deliver satisfactory services to the public especially in the African context.

Question: What are your recommendations to improve the standards of journals publishing research articles on Public Financial Management?

Answer:

i. Contents of articles of Journals should include practical issues and cases which are of interest and relevance for use of practitioners, researchers as well as academics.

ii. Journals of PFM should be well accessible for study and reading by the general public, public/ private sector organisations and many other users.

Question: What are your recommendations to improve syllabus of Public Financial Management for more creativity,applications and opportunities?

Answer:

i. There should be aspects of the syllabus which educate the politicians as they are the ones who shape and push the policies implemented by PFM practitioners.

ii. Citizens need to understand key issues of PFM such as revenue mobilisation, tax, audit reports, public expenditure etc and how the issues relate to service delivery and public welfare. The PFM syllabuses also need to target the general public through the social media and civil society.

iii. Syllabuses should also be fashioned in such way that they can be subject to regular reviews and feedback. The syllabus designers should incorporate practical cases and experiences by PFM practitioners based on specific contexts.

iv. There is need for the drafters of the syllabus to consider addressing the issue of students fear of figures associated with PFM studies and syllabus.

v. Syllabus of PFM should highlight best practices of the private sector which could be relevant to the public sector. The syllabus should also pay attention to PFM areas such as procurement and financial technology which have so far not received deep attention.

Question: What is Public Financial Management?What are the major branches in Public Financial Management?

Answer:

Public financial management could be described as the system by which public financial resources are planned, directed and controlled to enable and influence the efficient and effective delivery of public service and development. In the process, PFM entails the generation, allocation, use and control of public funds, which behaviour relates to the methodologies, rules, regulations and policies that shape the activities that govern the management of public resources, both pecuniary and non- pecuniary.

Public financial management is a mix of interlinked systems, branches and practices which include; planning/budgeting,revenue management, public expenditure management, financial accounting/reporting,auditing and PFM regulatory framework. Other branches identified include; procurement, monitoring and evaluation andcontrols. I suggest another new branch in PFM to be called financial technology.

Question: What are your recommendations to frame guidelines on funding of research projects on Public Financial Management?

Answer:

Guidelines for PFM research should target the following areas:

i. New Information. Issues for the research should preferably be new and relevant to improve PFM and service delivery

ii. Deliverables: These should be clearly stated and available in the research project and be found helpful to PFM

iii. End users, such as practitioners and citizens should be able to see value in the project

iv. The Project should be able to identify technology, digitization and innovations in the research.

v. Data gathering and analyses should be comprehensive and exhaustive

vi. For purpose of accountability, criteria for disbursement of research funds should be convincing.

vii. Applications from practitioners and professionals should be encouraged.

Question: How canuniversities produce revolutionary PhD and Post Doc thesis and dissertations onPublic Financial Management? What are your recommendations to improve theacademic standards?

Answer:

Production of revolutionary PhDs and Post Doc Theses/Dissertations in PFM can be achieved through;

i. Universities should ensure a strong link between providing practical solutions to emerging PFM problems, and that of strong academic requirement and credibility. For example, in the case of Africa, PFM solutions/thesis should place emphasis on steps to reduce corruption, reduce waste and misuse of public funds and how to maximise the use of public resources for efficient service delivery to the citizens.

ii. Efforts should be made to link researchers in PFM to public institutions in order to share knowledge.

iii. Need to have flexible guidelines and standards which could enable PFM practitioners produce dissertations based on their experiences on the job. There is need to appreciate that the PFM practitioners especially the senior public administrators do not have full time dedication to do research yet they hold very important and practical knowledge which could be helpful for research.

In order to improve academic standards in PFM, universities should ensure rigorous research procedures and processes. For example, there should be efficient thesis supervision, partnerships with other universities as well as public institutions to share facilities and faculties. Faculty could include adjoint/part- members from other non university organisations. There should also be well organised and regular thesis workshops and seminars.

Question: What are your views on Role of Budgeting Practices in Service Delivery in the Public Sector: A Study of District Assemblies in Ghana?

Answer:

I am confident that the article has valuable lessons for scholars and practitioners in public financial management not only in Ghana but across the globe. It is also helpful for national as well as sub national governments and institutions.

The article is well captured, used rigorous methodology, robust data analysis techniques and has well targeted conclusions and recommendations for policy and practice.

Question: How can students seek job and career opportunities in Public Financial Management?

Answer:

To seek for job and career opportunities in PFM, it is important that students after studying a general subject such as a BA or BSc should acquire additional qualification in PFM subject such as Public Finance, Accounting, Auditing and procurement or General Administration.

Recruitment for jobs in PFM are often done through the Country or District level Public Service Commission, the Civil Service Council, Ministry of Finance and NGO Headquarters. It involves visits to the offices or website of relevant organisations to identify vacancies and how to submit applications, interviews and recruitment procedures. Today, there is also need to follow online tools such as websites and social media (Facebook & Twitter) as PFM career opportunities are being posted on these platforms.

Students should also be on the look out for internship and volunteer opportunities in public institutions and think tanks such as Africa Association for Public Administration and Management (AAPAM).

Question: What job titles are available in Public Financial Management?

Answer:

Job titles differ from country to country and from organisation to the other. Common ones include; Director of Finance and Administration, Chief Finance Officer, Budget officer/Director, Controller of Audit, Planning officer, Procurement officer, Revenue Officer, Chief Accountant.

Answer:

Typical Employers in PFM include: Civil service organisations, institutions of higher learning, Non-Governmental Organisations (NGOs), International organisations, public policy think tanks, and Parastatal organisations.

Question: What are your recommendations to resolve financial crisis in Venezuela?

Answer:

Key causes of Venezuela financial crisis include; political crisis, governance difficulties, hyperinflation, high unplayable debt, plunging oil production, falling oil prices, and international sanctions, especially by US.

Recommendations to resolve the Venezuelan crisis include:

i. Finding prompt solution to the current political crisis

ii. Renegotiation for the lifting of international sanctions

iii. Any future political arrangement should realign the Governance and Institutional systems of Venezuela in line with current international circumstances, and best practices

iv. Management of the oil industry should be reorganised and revamped

v. Reform Public Financial Management (PFM), including the use of oil revenue, price controls, and stabilise the local currency

vi. Negotiate external debts

vii. Redefine the role of the Military.

Question: What are your recommendations to resolve financial crises in Greece?

Answer:

The Greek financial crisis is traced to the effect of highly excessive levels of sovereign debt which Greece owed the European Union between 2008 and 2018. It is projected that by 2019, Greece’s budget deficit had exceeded 15 percent of its gross domestic product.

Recommendations:

Greece has already started initiatives some of which could help alleviate the crisis if well implemented; including the following:

  1. Efficient management of Greece’s bond market to ensure availability of affordable debt.

  2. In view of the high number of pensioners, Greece should continue to reform its pension system and make it more efficient.

  3. Austerity measures should be continued, for example, the government to manage public spending and reform taxes

  4. Debt default should be avoided, it may turn out to have negative effects.

  5. The EU and the International Monetary Fund should provide emergency measures to Greece where necessary.

  6. Debt creditors could be persuaded to take further write-downs where possible.

  7. Privatisation exercises should be enhanced with more companies privatised, and non performing ones sold off.

  8. It is not advisable for Greece to Leave the EU.

  9. Greece should continue to make government more efficient. For example; reduce political patronage, improve on decentralization of Government decision-making, and enhance citizen participation.

Question: What are Positive and Negative concerns associated with Brexit issue in United Kingdom?

Answer: The positive concerns of Brexit issues include the Britain’s majority citizens and politicians having confidence in the old empire and the trust that such system can propel Britain to higher levels globally. Majority of Britons felt that the costs of remaining in the EU unified monetary system outweighed the benefits and thus voted to leave. The Brexit also gives an opportunity for auditing the EU model of integration and its impact on member states trade, security and migration issues.

On the negative side, Brexit has bitterly divided the Britons as exhibited by the political class in parliament and the recent resignation of Theresa May after she was unable to broker an agreeable Brexit deal. Many businesses have also started planning for the worst and the political tension are slowing down the economic activities in Britain. Some companies have relocated while others are planning to relocate in case no deal Brexit where UK will leave the EU without any agreement. The hard Brexit will also eliminate UK’s tariff-free trade status with EU member states meaning the citizens will pay a higher prices for products such drugs. Under a no-deal Brexit UK could may also lose Scotland and lead to creation of a customs border between UK and Northern Ireland. Another negative impact is that UK professionals and practitioners will lose the ability to operate in EU member countries. The Brexit has put concerns on the viability of globalization and partnerships for trade and financial management. The Brexit also put hindrances on the migration of young Britons in search of jobs and opportunities.

Question: Why did financial infrastructure of Zimbabwe collapse and what are your recommendations as remedy?

Answer:

Key factors leading to the collapse of Zimbabwe financial infrastructure include the following;

i. External debt accumulated during the post-independence period. For example; Zimbabwe inherited a colonial debt amounting to about US$700 million.

ii. Debt owed by Zimbabwe to multilateral development banks and the Paris Club which were borrowed under the auspices of the Economic Structural Adjustment Programme (ESAP)

iii. Increasing international pressures, for example; exclusion of Zimbabwe from most debt reduction initiatives

iv. Poor domestic Governance; including price controls, Land reforms, widespread import liberalization

v. Absence of significant new foreign investment flows

vi. Minerals-related boom of the 2000s which affected commodity prices

vii. Political issues including; patronage to ruling party office-holders and supporters in both the public and private sectors

viii. Endemic corruption;

Recommendations for remedying the Zimbabwean situation:

  1. Implementation efficient policies, including political cohesion, Public Financial Management issues

  2. In view of the size and complexity of Zimbabwe debts, some form of debt relief from both multilateral and bilateral creditors would be extremely necessary.

  3. Improve political governance, Public Administration and citizen participation

  4. Well planned and integrated international support

Question: What are your recommendations to protect the public financial management from political corruption?

Answer:

i. To protect PFM from political corruption: Institutions that supervise and control PFM (including Auditor-General Department, Accountant-General Department, Ministry of Finance) should be strengthened.

ii. Rules and regulations guiding PFM should be strengthened and periodically reviewed

iii. Strict enforcement of PFM rules and regulations, and strict application of sanctions on all those who misuse public funds.

iv. While politicians partake in PFM policy making and implementation, the execution and implementation of day to day PFM transactions, especially on expenditure management should be handled by the career public/civil servants and bonded/vetted accounting officers

Question: What are your recommendations to writea world class research article in Public Financial Management? What essential components and factors must be there?

Answer

To write a world class research article in PFM, it is important to ensure that the theme and focus for the article are key to the understanding of PFM and relevant to development and service delivery. Issues in the article should be those that society is keen in finding solutions and for which those answers are becoming difficult to achieve.

The listed component and factors should be captured by such a world class article:

i. Topic/Title should be clear and focused

ii. Article should be easy to read and understand. As much as possible the language should be simple

iii. Article should be able to provide new additional knowledge to existing ones.

iv. As a research article, Methodology of the article should be comprehensive; adequate sample size, and method for data gathering should be broad and representative.

v. Data Analyses should be rigorous to ensure that conclusions are as much as possible accurate.

vi. Good literature and empirical review are necessary to provide theoretical platform, comparisons, and additional credibility to the article.

vii. Conclusions should be focused, based on the themes/ discussions of the presentation and should be derived from the sequence of available issues in the presentation. As much as possible article should avoid intentionally squeezing conclusions meant at attacking opponents or making purely personal feelings.

viii. Recommendations should be clear, targeted and very useful in solving problems

Question: What are your recommendations to write a world class case report in Public Financial Management? What essential components and factors must be there?

Answer

Periodically, PFM officials are required to collect financial information, analyse the information, and then issue report to management, board or any others. For one to write a good case report on PFM one must ensure that the theme for the report is relevant and useful for the organization. Data should be scientifically collected through methods such as; questionnaires administration, key informant interviews, or group discussions. There should be an intensive review of the relevant literature to assist in developing data collection tools and support the discussions. There should be concise conclusions, avoiding technical jargons. There should be relevant recommendations aimed at improving PFM. Key objectives should be aimed at improved service delivery.

The essential components in the structure of the case report should include the following: Title page, Executive Summary, Table of Contents, Introduction, Body of report, Conclusion, Recommendations, Bibliography, Appendix. The language of the case reports should be clear and easy to understand. The case reports should be made available to its intended users for instance through open access journals, institutional libraries/website and even through social media posts.

Question: What are your recommendations to write a world class review in Public Financial Management? What essential components and factors must be there?

Answer

Essentially, a review article seeks to summarise, and assess another article. It evaluates the theme of that article under review, as well as its supporting arguments, and looks at its implications for current and further research

Component of PFM review should therefore include the ff:

i. Properly cite the article under review; indicating title, author etc

ii. Clearly identify the theme of that article

iii. Provide brief and precise summary (key points, argument and findings)

iv. Do a critique of the article under review

v. Provide a Conclusion

vi. The review should provide both positive and negative aspect of the article such as; on the nature of the data used and whether sufficient or not.

vii. It should also indicate gaps, contradictions and deficiencies

viii. The review should give key points, be accurate, logically arranged and be in your own words.

Question: What are your recommendations to improve employment and scope in Public Financial Management?

Answer:

  1. To improve employment and scope of PFM there is the need to improve the skills requirement of employees of PFM so that their performance at work would not be found deficient. This could be done by improving the syllabus for PFM courses, and improving the quality of examination processes. Employees should also undergo regular on-the- job training workshops/seminars and go on rotational attachment to other organisations.

  2. Employees of PFM should join relevant Associations, and professional groups in order to facilitate networking and share knowledge. Similarly, employees should subscribe to relevant journals and newspapers.

Question: Which major challenges do you see to establish Kenya as world leader in Public Financial Management?

Answer: Kenya has done well in most Public Financial Management (PFM) aspects with notable reforms in its PFM policy framework which has led to establishment of key institutions such as Office of the Auditor General and Controller of Budgets which are anchored in the Kenyan constitution, and are shielded from political interference.

Kenya has also been in the frontline of adoption of PFM innovations and technology such as IFMIS. The few but very important missing links which if addressed will ensure that Kenya is a world class leader in PFM include ensuring strict applications of the PFM rules, regulations and controls/supervision. Most importantly, there should be strict enforcement of the sanctions spelt out in the PFM regulatory framework due to corruption; misappropriation, misuse and misapplication; abuse of funds, authority and power. The missing links need to be addressed at the national, county as well as sub county levels.

To be a world class leader in PFM also means achieving the desired outcomes of an efficient PFM system which is provision of quality and equitable services to the citizens.

Dr George Kojo Scott is the current Secretary General of the African Association for Public Administration and Management (AAPAM), and earlier served in different capacities in the public service of Ghana. He was Chief Director (Permanent Secretary) in the Ministries of Environment, Science & Technology and the Ministry of Aviation in the Government of Ghana. He was also for many years a part-time facilitator on the Post Graduate course in Public Administration, and other training programs for Directors of the public service at the Ghana Institute of Management and Public Administration (GIMPA). In AAPAM, Scott was the Project Director for the AAPAM/Deloitte Member Value Research Survey and has served as Lead Person in organising several AAPAM Roundtable conferences, and other AAPAM training workshops and seminars in several African countries. He has further participated and made presentations at several conferences, and served many times on observer status at the United nations (UN) Committee of Experts on Public Administration. Dr Scott is the author of three books, coeditor of three recent AAPAM books, and published widely in international journals. George Scott holds PhD in Development Studies from the University Cape Coast, Ghana, and Masters Degree in Public Administration from the University of Ghana. George Scott’s strengths include Public Financial Management, Sustainable Development, Research, and Institutional Reforms.
