Exclusive Interview with World Champion 2019 Dr. AHI Sebehié Claude, The world's most influential Superstar in Management Policies (Institutional Work Strategies)

Question: What are your recommendations to improve the standards of journals publishing research articles on Human Resources Management?

Answer: To improve the standards of journals publishing research articles on Human Resources Management, scientific committees should give a special place to empirical research. Those contributing to that empirical research should equally emphasize both the theoretical and managerial contributions of their works.

Besides, in addition to empirical works, cases of the functioning of organizations in Human Resources Management as well as interviews with managers could be presented. Our model in this area remains the approach of ‘Revue française du marketing’ (French journal of marketing).

Question: What are your recommendations to improve syllabus of Human Resources Management for more creativity, applications and opportunities?

Answer: To improve syllabus of Human Resources Management for more creativity and application of courses offered, instructors could switch between lecture presentations and case studies, including cases related to the problems of institutional, economic, cultural, etc. contexts where courses are organized.

Question: What is Human Resources Management? What are the major branches in Human Resources Management?

Answer: To describe Human Resources Management, we recommend the following definition: “Human Resources Management is the permanent search for a maximum consistency between on the one hand, individuals in a work situation, their capacities and motivations, and on the other hand, their work stations, demands and gains related.”

Hence, we adhere to the following structuring of Human Resources Management in five practice dimensions, each dimension comprising several practice categories, namely:

  • practices of staff acquisition: recruitment – selection – reception and integration (dimension 1);

  • practices of Human Resources Development: training – professional mobility (dimension 2);

  • practices of staff remuneration : assessment – remuneration (dimension 3);

  • practices of facilitation: communication (namely internal and eventually institutional) (dimension 4);

  • practices related to negotiation and social relations: social relations – individual and group negotiations (dimension 5).

Question: What are your recommendations to frame guidelines on funding of research projects on Human Resources Management?

Answer: For research projects conducted in the field of Human Resources Management, it would be beneficial for the projects to present the two types of research works qualities in Management Sciences: theoretical anchoring and empirical anchoring.

The empirical anchoring of research subjects is the sine qua non requirement for the contribution of their results in improving the daily issues related to Human Resources Management in organizations. As for theoretical anchoring, it fosters the addition of new insights in the research field while avoiding work replications with no real added value.

Question: How can universities produce revolutionary PhD and Post Doc thesis and dissertations on Human Resources Management? What are your recommendations to improve the academic standards?

Answer: To encourage the production of revolutionary works (in PhD and Post Doc theses and dissertations) in the field of Human Resources Management, universities should increasingly encourage their scientists to engage a permanent conversation with the different social partners of the organizations of their research contexts. Indeed, those meetings and conversations with social partners foster the emergence of trending subjects and issues related to the real and urgent needs of those social partners.

Since society is constantly changing and Human Resources issues are not immune to change, researchers in the area should update their views and the knowledge generated. This should be done in line with the real, current concerns of the primary stakeholders of Human Resources Management (institutional actors, workers and their representative bodies, employers' organisations, functional and intermediary managers, etc.).

Question: What are major challenges to establish modern Alzheimer Therapeutic Centre?

Answer: In addition to investments in the technologies and facilities required for this type of human pathology (Alzheimer), an Alzheimer Therapeutic Centre dedicated to the issue should endeavour to hire staff (operating in core businesses such as support business lines) having a proven culture related to Alzheimer.

In fact, the acquisition (procedures, tools, stakeholders, etc.) of Human Resources is crucial in such a context, in an organization with a missionary configuration.

Question: How can students seek job and career opportunities in Human Resources Management?

Answer: In terms of fields of research for job and, therefore, career opportunities, students with Human Resources Management skills should explore all sectors: private sector, social and solidarity economy sector, large companies, small and medium-sized companies, very small companies.

In the specific case of developing countries contexts, the economic structure is dominated by small and medium-sized enterprises, very small enterprises, an informal sector and social and solidarity economy organizations. Therefore, an exploration of these rather important sectors of developing economies is timely.

In terms of strategies for seeking employment and career opportunities, students with Human Resources Management skills should develop and maintain relationships with managers in the diversity of organizational fields highlighted below. These relationships are established through conferences organized by students and led by managers, participation in activities organized by employers and professional associations, through periods of immersion in organizations, especially during internships (degree completion, first job internships).

In addition, another strategy that could prove relevant for these students, in their search for employment and career opportunities, is the creation of small organizations specialized in one (or more) Human Resources processes in order to provide solutions to organizations in demand (particularly those outsourcing some of their Human Resources processes). These demands for Human Resources solutions through outsourcing are recurrent in contemporary organizations, especially in very small companies, in small and medium-sized enterprises and in the social and solidarity economy sector.

Question: What job titles are available in Human Resources Management?

Answer: The titles of Human Resources Management expert positions within an organization vary according to several contingency variables, in particular, the size of the organisation, its volume of activities, its volume of Human Resources activities, the personality of the manager, the personality of the workers, the trade union presence, the stage of development, the strategy adopted, etc.

As a result, titles such as: Head of Personnel, Director of Social Relations, Director of Human Resources, Human Resources Manager, Human Resources Assistant, Payroll Manager, Recruitment Manager, Training Manager, Head of Employment and Skills Planning Management, etc. cannot be assumed a priori. Indeed, a prior analysis of the determining contingency factors of the target organization is required, when there is a need to define the positions of its Human Resources experts.

Question: Which are Typical employers in Human Resources Management?

Answer: For us, the different types of employers in Human Resources Management decline from, on the one hand, the specificity of the said organizational process (“Human Resources Management is the permanent search for a maximum consistency between on the one hand, individuals in a work situation, their capacities and motivations, and on the other hand, their work stations, demands and gains related.”) and on the other hand, to the different areas of its implementation (the different types of organizations).

In other words, the asserted categories of organisations that use specific profiles of men and women in the performance of their missions and activities remain typical employers in Human Resources Management, in particular, private organisations, public organisations, social and solidarity economy organisations (classification according to status), entrepreneurial organisations, bureaucratic organisations, professional organisations, missionary organisations (classification according to organisational configuration).

Question: What are your recommendations to write a world class research article in Human Resources Management? What essential components and factors must be there?

Answer: To write world class research articles on Human Resources Management issues, we adhere to the recommendations of the ‘Association Internationale de Management Stratégique’ (International Association of Strategic Management) (AIMS). To be more precise, the AIMS recommends the content and structure of research articles on issues related to strategic management: (1) a title; (2) a summary; (3) an introduction; (4) a literature review; (5) a methodology of data collection and analysis; (6) the results; (7) a discussion of the results and, eventually, a conclusion.

Moreover, the subjects treated should present the two types of research works qualities in Management Sciences: theoretical and empirical anchoring.

Question: What are your recommendations to write a world class case report in Human Resources Management? What essential components and factors must be there?

Answer: To present and write a world class case report related to the subject of Human Resources Management in organizations, we adhere to the school that advocates the use of Pettigrew's contextual analysis framework. More specifically, the contextual analysis framework postulates for the presentation of situations and organizational phenomena based on the three important dimensions likely to reveal the dynamics of change: context (internal and external), content and processes.

As a result, the contextual analysis framework addresses organizational phenomena (Human Resources Management issues, in this case) from a multidimensional approach, making it possible to capture the interactions between the relevant variables of the phenomenon of interest over time.

Question: What are your recommendations to write a world class review in Human Resources Management? What essential components and factors must be there?

Answer: To write a world class review in Human Resources Management, we adhere to the recommendations of Marquis, Lenel and Van Campenhoudt.

More specifically, these authors recommend the presentation of critical reviews of texts in three sequences: (1) identify the contributions of the text; (2) identify the limits of the text; (3) evaluate openings.

Therefore, under the first sequence, one should notify, on the one hand, the contributions of the text to understanding the field of HRM treated, and on the other hand, the potentialities of the text to stimulate the reader to question acquired ideas. Then, under the second sequence, it is up to the reader to decide, on the one hand, on the concordance between the author's research statement and its actual content, and on the other hand, on the text's ability to satisfy the reader's expectations. Finally, under the third sequence, we should specify the avenues opened by the text and which therefore need to be explored further.

Question: What are your recommendations to improve employment and scope in Human Resources Management?

Answer: To improve employment and scope in Human Resources Management, we suggest a definition of national training programmes for experts in the discipline, through consultation between the academic world (training provision) and operational Human Resources actors (the demand for skills), in particular, managers of organisations, Human Resources managers, consultants, regulatory and certification bodies.

In addition, a Human Resources University could be organised annually, on a national scale, in order to formalise and update, on an ongoing basis, this conversation between the stakeholders involved in Human Resources Management training (the supply of training and the demand for skills).

Question: Which major challenges do you see to establish Côte d’Ivoire as world leader in Human Resources Management?

Answer: For us, to join the circle of reference countries on a global scale, in terms of Human Resources Management, Côte d'Ivoire should host before 2025, its first annual congress of the @GRH (congress organized annually since 1990, by the French-speaking association of Human Resources Management).

Question: Any other thing, you would like to share?

Answer: As a “shared function” of the various social partners in organisational contexts, Human Resources Management, in its dual capacity as a scientific discipline and an organizational process, is full of a diversity of cultures and sub-cultures due to its contingent nature. These data give it both a complex and exciting character. Through this interview, we hope to have aroused or nurtured your passion for Human Resources Management, and at the same time helped to reduce some of its aspects that seemed complex to you.
