Answer: - Undertake a national or even regional conference to design mathematical programs of quality which are essentially adapted to realities in accordance with the evolution of science and technology. The participants of this conference are: pedagogical inspectors, pedagogical advisers, teacher-researchers, researchers teachers, pedagogues, psychologists, philosophers, anthropologists, economists, jurists, traditionalists, economic operators;

- Make the content of the mathematics program consistent at all levels (primary to higher education) in order to ensure a good continuation of this program;

- Insert in the school and university programs a periodic competition, for each level, with distribution of prizes for the laureates;

- Organize group and level competitions for the creation of tools from mathematical concept.

Answer: Mathematics is the set of all abstract knowledges using logical reasonings applied to real or imaginary objects, namely counting numbers, description of forms, structures, transformations along with the existing relations between them. This discipline gives a learner possibilities to consolidate his mind and intelligence which permit him to be able to face and adapt himself to all circumstances, including problems in life and in turn, he always finds adequate solutions.

Thanks to the temporal evolution of mathematics, its branches multiply incessantely. Just to mention a few, we have : algebra, analysis, geometry, mechanics, astronomy, probability, statistics, etc ...

Question: What are your recommendations to frame guidelines on funding of research projects on Mathematics?

Answer: - Sustainable funding (more than three years).

- Precise research components to solve some problems with a serious commitment to find a better solution in due time.

- In the course of this project we will meet new problems deserving new projects.

- Research team with total determination.

Question: How can universities produce revolutionary PhD and Post Doc thesis and dissertations on mathematics? What are your recommendations to improve the academic standards?

Answer: To produce PhD, Post Doc, PhD thesis and dissertations on Mathematics:

First, it is necessary to have a teacher-researcher or researcher-teacher or professor having sufficient academic capacity, a broad vision in the field of research, a good quality in leadership, a perseverance in his profession. Then, students who have the following qualities and skills, state of mind in preparing their thesis or dissertation: determination, taste and vocation of research, sense of observation, imagination, spirit of creativity, sense of organization, patience and endurance, ability to listen and analyze along with diligence.

I will recommend for the improvement of the academic standards the following points:

- Organize seminars to exchange experiences and points of view between teacher/professor, professor/student and student/student couples in order to design and develop new academic standards;

- Ratify the texts setting the standards adopted to be valid before applying them;

- Establish a monitoring and evaluation body for the application of these new standards.

Question: What are your views on SUR LES ALGEBRES DE LIE D’UN SYSTEME DE CHAMPS DE VECTEURS PERMUTABLES?

Answer: Previously, we studied the derivation behavior of Lie algebras of polynomial vector fields on Rn containing all constant fields and the Euler field as well as that of a non-regular involutional distribution. We find that any derivation of these algebras is a derivative of Lie with respect to a vector field of their normalizer.

Then a question arises: how does the derivation of a Lie algebra of M behave when the ring of the functions C of the underlying module is truncated?

To deal with this question, after having defined the differentiable manifold M of dimension m + q and a system S of q≥1 vector fields which switch two by two, and of rank p such that 0≤p (x) ≤q, for all xM; we construct a generalized foliation structure F defined by the system S. Let LF be the Lie algebra of the fields of infinitesimal automorphisms of F and we define AS the Lie algebra of the vector fields of M that commute with S.

Suppose all leaves are regular. We prove that AS decomposes into a semi-direct sum of Lie algebras AS1 and AS2 where AS1 (resp AS2) is a module (resp., The Lie algebra generated by S) on the ring of constant functions on the leaves.

We prove that AS is a Lie subalgebra of LF. Moreover, every derivation of AS is local and that the Lie algebra AS2 is a characteristic ideal of AS.

By studying the derivation of AS in the characteristic ideal AS2 , we can determine all the non-interior derivations of AS.

Thus, using the quotient algebra of AS by AS2 and a result of our aforementioned articles, any derivation of AS can be decomposed into an inner derivation sum of AS and non-inner derivation found above.

In the case where the rank p of S is constant greater than or equal to1 , the first Chevalley-Eilenberg cohomology space of AS is isomorphic to HR1B×RpRp2 where HR1B designates the first space of de Rham's cohomology on the basic forms at the fluting of M. If the system S is reduced to a Liouville field, we find by a different method a result of Lecomte.

Answer: The plan for this report is based primarily on three steps:

1 ° What did he work on?

What is his field of research, his specific subject?

Reason for choosing the subject, Sources, documentation.

2 ° What have been found :

The process or approach to arrive at this discovery, What is the importance and usefulness of this discovery? Interest, novelty, peculiarity of what have been found.

N.B: The hypotheses are confirmed or specified, the knowledge has progressed (in the theory and in the method).

3 ° Conclusion:

What theoretical or material bases or contributions does his research offer for other work? Moral value of this research. In what theoretical logic does it fit? Emphasize the necessity and feasibility of a continuation.

Question: What are your recommendations to write a world class review in Mathematics? What essential components and factors must be there?

Answer: It is enough to respect and apply all the policies and recommendations of the Journal.

In principle, the essential components and factors that must be present are: the originality of the subject addressed by the author, the problem(s), the specificity of the approach he adopts, the results or the solution(s) found in relation to the problem(s), the limit of his theory or his results, existence of convincing examples of illustration, research perspectives, bibliographical references used.

Question: What are your recommendations to improve employment and scope in Mathematics?

Answer: - Consolidate the competence and performance of mathematical agents in their jobs;

- Awaken the professional conscience and the sense of responsibility of the actors in mathematics;

- Demonstrate to the public the importance and necessity of mathematical tools in all areas especially in everyday life.

Question: Which major challenges do you see to establish Madagascar as world leader in Mathematics?

Answer: The shortcoming within the system of higher education and scientific research in Madagascar which does not give priority to the field of research and more particularly on mathematics:

- In the short term, encourage fellow mathematicians to conduct researchers and to make their students first, to be more aware of the importance of learning mathematics, and then to follow these disciplines as far as possible, hence the adoption of the strategy of the task of oil;

- In the medium term, ask the leaders to make decisions to modify the law on the orientation of the system of higher education and scientific research adapted to the current era, that is a system in conformity with the technology development, in which the budget allocated to the concerned ministry is increased to ensure the accompanying measure of this change, especially as regards the promotion of mathematics and its applications;

- In the long term, raise the awareness of the private sectors (national or even international) regarding the importance of the partnership with institutions, faculties, departments and laboratories of mathematics and applications in Madagascar.

Question: Any other thing, you would like to share?

Answer: I would like to take this opportunity to thank the International Standards Agency, which gave me the chance to be selected as 2019 winner of world championship in mathematics, specialty "Lie algebra" and wish the persistence and prosperity of this organization. I encourage all researchers, students and math funs to work well in their respective fields for the goods of humanity. It is better to take drastic measures for promoting mathematics and its applications in Madagascar which will especially necessit funding of different projects in this area.
