Boundaries: The Grapevine north of LA (South of the Sacramento Sea), the Imperial valley of California to the gulf of California bordered by the Sonora Desert to the west.
Government: Theocratic caste system. With the Fall, Tenochtitlan came back in a big way in South West California (among other places). It may have been a result of those who survived the horrors of the collapse of technological civilization in a city with a population somewhere between 2.5 and 5 million people.
Legal Code: Imperial Diktat.

Economics: Agriculture, mining, some light industry, salvage (particularly Los Angeles and some of the old resort communities along the old Pacific Coast of Mexico).

Rural: Poor. Rural peasants live in Hidalgo ruled Latifundia.
Urban: moderate to excellent, based on the caste of the individual. Holy men live in splendour, their military servants get their pick of goods and women. The servants live at the whim of their rulers.
Gender Equity: Male dominated. Smart strong willed women escape. The not so smart or unlucky end up on an altar without a heart, where their new eternal service begins.
