Transylvania Business Center CAT was created at the initiative of Dr. Radu-Adrian Mlesnita and the collaboration of 23 founding members in the year 1992, considered the year of the local establishment. The 18 of success in the promotion of the local community’s interests and business were defined as follows: 1993 – the year of regional establishment, 1994 – the year of national establishment, 1995 – the year of European establishment, 1996 – the year of international establishment, 1997 – the year of direct communications, 1998 – the year of Transylvanian guilds, 1999 – the year of direct connections, 2000 – the year of CAT@CAT, 2001 – the year of mBusiness, 2002 – Jubilee Year, the year of flexible work and CAT’s integration in the structures of the Expanded European Union, 2003 – the year of sustainability-durability, 2004 – the year of EDUTainment-CULTainment, 2005 – the year of innovation-competitiveness, 2006 – the year of knowledgezation–iBIZ, 2007 – the year of knowlaboration-consortiumization, 2008 – the year of intelligent–self-innovative technologies , 2009 – the year of total mobility and affiliation (TM Total Mobility and Affiliation).

Three years after Romania’s adherence to the European Union (1st of January 2007), Transilvania Business Center from Cluj-Napoca knows a total adherence in the European structures and concepts. The important role that our association had in speeding up the adherence process and alignment to European standards is notable.
The year 2010 will be a year of keeping afloat during a period of economic stagnation. Right from the first months of the year we passed to campaigns held for the promotion of the following offers:

In the year 2010 CAT will continue to strengthen the versatile link between the competitive business activities and the concerns for the telematization of education-research-innovation, DIGIeducation-DiGiCulture. We will continue the applied researches of our concept: 4M–MMmM = MultiMedia mobile Management, first in the area of art-culture-education-knowledge.
CAT is a KO – Knowledge Organization and will develop models of “mK – Mobile Knowledge”, “K-2-KKnowledge-to-Knowledge”, “K-4-K Knowledge-for-Knowledge” for “K-4-A Knowledge-for-All”.
Concurrently, we would like this year too to:
contribute to the innovation of “m-economy/ e-environment” systems with mechanisms, tools and intelligent concepts of the “comfort-to-comfort” type and to develop our own concept ofmBIZ – mobile Business, supported by mKM – mobile Knowledge Management and CM –Content Management.
To orientate IMMs towards “go digital – go mobile“, B2B (business-to-business), B2C (business-to-client), demanded by the present-day expanding global market. We will support the IMMs for: “Growing locally for competing globally” and the replacement of “the capitalists” with “the knowledgists” in the “Knowledgisation of Capital” context.
To develop the networking for innovation and competitiveness and to use our social networks in the promotion of services and urging our clients for loyalty
CAT will sustain the creation of clusters, start-ups, spin offs as well as the development of brokering-business links, consulting, training, coaching, tutoring services meant for IMMs and UCDIs.
Our organization, which is the first virtual business center on the continent and which passed from the state of virtual comfort mCAT=uniCAT, which we named: TOTALmCAT = mobility-Comfort – Autonomy -Transparence.
In this context we will encourage the implementation: of outsourcing (total externalization of the company’s functions) and e-skills for freelancer; of the IPv6 protocol and of the UMTS-HSDPA-WiMAX system; 3G-mCommunication Platforms based on 3D-Semantic Modeling; 3D-CAD Modeling; “end-to-end” solutions for voce-video-date based on micro-nano systems; W-LAN and intelligent terminals“user-friendly interfaces”, Internet through satellite. We will promote the m-office or “the mobile office / office-in-nature “, the UML – Universally Modeling Language system.
We will continue the publication of scientific papers anchored in the practical experience gained in the process of researching-designing-production. Two new papers will see the light of printing: “mom – Mobile Knowledge Management: the elements of knowledge management for research and business – maize”, and also “mTOTAL – total mobility”. We will grant 10.000 lei for the support of these publications.
With the support of our supplying companies of IT&C, especially the ones from GmBiz and of The European Commission, we will organize seminaries to make the new virtual technologies and tools, as well as the imperatives imposed of the new economy and the conditions of international partnership. We will concentrate on the elements Frame Program 7 (FP7) dedicated to ERA development – European Research Area to benefit IMMs, researchers-innovators and autonomized persons (especially the youth from netGeneration). We will identify and mobilize the IMMs to benefit from the facilities offered by FP7 and Structural Funds.
Likewise, we will develop a program of European collaboration, named: EU4U, to access European funds. We will develop the www.v-Market.ro/fonduristructurale automatic system in order to establish contact between the solicitants of European funds and specialists and counselors in the design and implementation of projects.
Through our experts from SES – Germany www.v-market.ro/ses and from the European Commission we will advise the interested member companies, in the area of new production technologies and global commerce techniques. We will grant them consulting for the elaboration of projects and business plans, marketing and management, technological audit and demands/offers of technology. A great part of these services will be free and on-line. The promotion action will extend through the whole Transylvanian area for the alignment to the European standards: Fast-Easy-Cheap. Over 10.000 lei from the 2010 Budget will be allocated to support these activities.
We will permanently try to improve our services for CAT members, especially those of e/m-business. Each employee will take care of a different company, should he be a real or virtual client “e-client/e-customer”.
Through the CATedra of mBIZ program, established in partnership with UBB – Faculty of European Studies we succeeded in aligning Cluj in the row of intelligent-innovative cities of united and Expanded Europe: “The Intelligent Cluj”. The action will continue in 2010.
At the same time, we will develop the assistance and help given to young associates of the LBCprogram for pupils and CAsT for students, people with Master’s and PH.D degrees. We will continue the development of mobile networks so that youth can develop their business skills in a „mobile” style, as well as „classically” at the CAT member companies who will receive them for internship. We will instruct LBC-CasT members in the area of electronic and mobile information-communication technologies: m-ICT. We will extend the LBC-CasT network on other interested high schools and faculties from Cluj-Napoca and Transylvania.
Relations with foreign organizations, schools and faculties will be multiplied, to facilitate the exchange of experience between our children and youth from foreign countries, to prepare them for the new economy and to perform in e/m-business. We are conscious of the fact that the competitiveness and future of our business community depend of the preparation of our children. We will encourage them to open their own business and company. We will allocate from the 2010 Budget the sum of 10.000 lei for activities that include the preparation of children.
We will participate in international conferences, seminars and workshops. We regard projects of multispectral trans-European cooperation development, the formation of trans-frontier relations especially with the Republic of Moldavia, the improvement of environment and life quality.
At the same time, a great deal of attention will be granted to the IMAGE OF CLUJ – “The heart of Transylvania” through the development on the internet of the virtual city – the First Multicultural CyberCity www.ClujNapoca.ro and of its “mirrors” www.Kolozsvar.ro and www.Klausenburg.ro – with new, advanced virtual mechanisms, along the: Virtual Mayor, Virtual Counsel, electronic-Vote, public debate Forum, on-line Database, photos and videos, pages with public information and numerous links towards information sources. Through this we will assure an increased transparency and accessibility of the community of Cluj, a direct link to any citizen, firm, organization or community of the world that would like to communicate or to develop an e/m-business with us.
The project of our virtual community – “For Cluj’s sake” will be oriented towards the accomplishment of sites for each person or company from Cluj for the rapid physical and virtual grown of the value of our bi-millennial municipality.
The program will be extended to the other interested Transylvanian villages and cities, to make the area visible to the maximum and to create added value, in the context of the competition we are engaged in along the other European regions. The growth of the sustainability of our local communities is our primary preoccupation and that is why we will allocate 10.000 Lei this year from the CAT budget.
CAT will continue to support local authorities for the achievement of strategic projects: Technological Park, EuroInfoCenter, The Virtual Main road/Highway, The Tailor’s Tower- Tailor’s Gild and others, initiated by these and the CAT companies. We will support the expansion of The Cluj-Napoca Airport and the construction of The Regional Airport of Transylvania at Luna, the construction of The Transylvania Highway: Oradea-Cluj-Brasov, of the Polyvalent Room, as well as other ideas in “Quo Vadis Cluj” www.e-CAT.ro/quo-vadis-cluj.doc. We will develop common actions to benefit IMMs, together with APM, UGIR 1903, local Transylvanian patronages and chambers and from the entire country.
We will continue to support the expansion of our activities in the area, especially in the smaller Transylvanian cities and in the rural centers.
The collaboration with the universities and research centers will be intensified. A special attention will be granted to: „Babes-Bolyai” University – The Faculty of European Studies and Lingua Center; The University of Arts and Design – The Faculty of Design and Fashion, The University of Agricultural Studies and Veterinary Medicine –The Technological and Biotechnological Transfer Center; The Technical University – The Center of Scientific Research, Technological Transfer and Implementation of Inventions; “Iuliu Hatieganu” University of Medicine and Pharmacy. We will continue to deliver courses and seminars for the development of students’ attainments and formation of specialists in mBiz – mobile business, through modern methods of mLearning (mobile learning) andmKM (mobile Knowledge Management) www.Knowledge-Management.ro.
The companies associated to CAT and others interested will be able to select from young specialists (students, graduates, masters, PH.Ds) the ones suitable for vacant places. Through this CAT creates new opportunities and jobs for young people and serves the member-companies.
We will continue to support cultural institutions, art and education, students’ associations and exceptional young people, talented in the area of art and IT&C. We will sponsor creative festivals, as well as the traditional Program Transilvania Fashion – www.TransilvaniaFashion.ro.
In the year 2010 we will maintain our relations with the international organisms, The European Commission, The World Bank, ONUDI, BERD, World Commerce Organization, USAID, American foundations, Canadians, Chinese and Japanese, the multinational and transnational companies interested in collaboration with us. We will participate in multilateral actions in global economy and we will invite to Cluj-Napoca foreign experts for consulting in peak domains and sustainable systems. We will orientate ourselves towards the projects: 3GPP- 3rd Generation Partnership Projects, regarding globalization and local decentralized development.
Developing internationally direct relations between companies associated to CAT and the ones from abroad will be strongly supported by CAT. Besides the punctual economical missions in the European cities, we will organize participations to fairs and expositions especially in China, SUA, Canada and countries in development, partners with touristic potential. In 2010 we will allocate over 20.000 lei for the program of economical missions, the calendar is published at: www.v-Market.ro/targuri.
The program of Actions and the Estimative Budget for the year 2010 were designed mainly in comparison with: the projection of membership fees and the compensations with CAT member-companies, the luring of external irredeemable assistance, donations, sponsors, but as well as the generation of own funds by every Department and Gild, based on the principle of decentralized auto sustaining and durable growth.
The accomplishment of CAT Cluj’s Program of Actions for the year 2010 implies the mobilizations of more reduced funds than in the precedent year estimated to 70.000 lei. The main reason is the decrease in economical activities in this period of recession that we are going through.
Designed in 1991 and accomplished in 1992, Transylvania Business Center – CAT a represented the first non-governmental-nonprofit-apolitical-private organization to serve the community and the public, created for the development of the mechanisms of reform, transition to the new economy and integration in the structures of The European Union. CAT’s digitalization, launched in 1995 will be sealed in 2010, thanks to multiple innovative virtual mechanisms created that supported and oriented thousands of companies towards e-Economy and mBIZ.
Until the end of 2010 we will finish almost every on-line settlement of accounts and compensation with our members, donors and sponsors. Together with the alignment and integration of the financial-accountant–banking-fiscal Romanian system in the digital European systems, CAT will be able to fully pas from the actual virtual electronic state CAT@CAT to the mobile virtual eCAT – 2 – mCAT, creating users that profitable relaxation-comfort we all desire.
We have in mind to “keep on the internet” the General Gatherings and the meetings of the Managing Committee – that is why we recommend for you to have a Yahoo Messenger/SKYPE account, connect to the mobile phone networks – especially the 3G ones; buy yourselves miniLapTops, intelligent phones with MMS, so you can keep up with the new work-and-collaboration conditions: „the art of mobile LifeStyle”.
