Activity Programme 2001(synthesis)

“e-cat/m-cat = smart organization”

Transilvania Business Center was founded in 1992, which was considered the year of the local establishment, by the support and effort of 23 founding companies. The nine years of success in promoting the interests of the business local community have been defined as follows: 1993 � the regional recognition year, 1994 – the national consecration year, 1995 – the European admission year, 1996 – the international reconnaissance year, 1997- the direct communication year, 1998 – the Transilvanian Guilds year, 1999 – the direct connections year and 2000 - the CAT- e – CAT year.

The year 2001 was declared the M-BUSINESS year or the year of mobile business: m-business/ m-commerce. The first months of the new millenium begun under the impact created by the FIRST TRANSILVANIAN ELECTRONIC MARKET v-market.ro who has already in function two well known virtual mechanisms: the Electronic Exchange e-bursa.ro and the virtual business center e-cat.ro.

In 2001 we will insist on creating presentation sites for CAT members, designing virtual shops/ en-gross, and introducing e-banking/Internet banking, e-commerce all over Transilvania. This virtual infrastructure combined with the mobile equipment will create the support for the m-business new concept development to our members, helping them to pass from “static-concrete to mobile-virtual”. At the same time, we want to contribute to the innovation process concerning “e-economy/ e-environment” with new mechanisms, tools and intelligent concepts such as: C2C (comfort-to-comfort). We will assist the SMEs to “go digital – go mobile”, B2B (business-to-business) and B2C (business-to-client), asked by the competition on the actual global market. We will allocate for these R&D activities more than 1 billion RoLei.

A special attention will be given to the IMAGE OF CLUJ – ” The Heart of Transilvania” by improving the CyberCity www.Cluj-Napoca.ro and “mirror” www.Koloszvar.ro or www.Klausenburg.ro with new advanced mechanisms such as: the Virtual Mayor, the Virtual Council, Electronic Vote, Forum of Public Debates, on-line DataBase, digital video and photo images, public information, special pages and links to other information sources about our bi-milenary citadel. We will assure a better transparency and accessibility to the Cluj Community, a direct “without passport” link for any citizen, company, organization or community in the world, interested to enter in e/m business or socio-cultural relations with us.

With the support of our IT supplier- companies and the European Commission we will organize seminars to promote the new technologies and electronic tools, the new economy and its international partnership conditions. Our experts, together with NMCP-Netherlands and SES-Germany consultants, ViVa-EU and the European Commission, will assist the SMEs to adopt the new techniques and to design their business plans and marketing-management strategy. In 2001 these services will be for free and on-line using the virtual tools developed by www.e-cat.ro. We will allocate from the 2001 Budget over 750 million RoLei, for sustaining the consulting and training activities, especially for the e/m-business development. Every CAT employee will take care of serving every company, no matter if it is a real client or a virtual (“e-client/ e-customer”) one.

We will develop the assistance given to the young associates within LBC- Lyceum Business Center Program destined to the highschool pupils and CAST for students. We will create a PC network connected to Internet, with printers, copy machines and scanners, and we will endow the headquarters of LBCs with mobile phones and furniture. The students will be able to develop their business skills not only in their own offices but also in the CAT member firms, who will accept them to practice there. We will train the LBC members in m-ICT (mobile information, communication technology). The LBC network will be extended to other highschools interested in telework/e-working, from Cluj-Napoca and Transilvania.

The relations with schools and organizations from abroad will be multiplied, to facilitate the experience exchange between our children and the ones from different regions and countries, to bring them knowledge about e-economy. We are aware that the future of our business community depends on our children instruction in m-ICT.

With our CAST students and LBC pupils it will be developed CATransilvanian Data Base, who will contain over 30.000 firms (with addresses, offers, contact persons, etc.). This project will be co-financed by the European Commission through EWEN, BREurope and ViVa projects.

In 2001 we will maintain the growing trend of our relations with the international organizations, World Bank, UNIDO, European Commission, BERD, CIPE-USA and we will participate to the multilateral measures and actions regarding the global economy. We will invite to Cluj-Napoca an expert-consultant from Freedom House -Washington to elaborate together new projects for businesswomen and young business managers, to put us in contact with potential donor organizations from the USA and to implement them in Romania.

CAT will sustain the local authorities to realize the strategic project ” The International Airport- Free Zone Cluj-Napoca”, who will assure the direct connection of Cluj and Transilvania with the business partners from all over the world. Other local development projects will be sustained, such as: the Technologic Park, EuroInfoCenter, Virtual Highway, Tailors’ Guild Tower Rehabilitation and others, initiated by the local authorities, CAT companies, SMEs from our region and foreign investors.

The 2001 Activity Program and Estimated Budget were designed in accordance with the projection of our members’ subscriptions and compensations, the non-reimbursable foreign assistance, the donors’ and sponsors’ contribution. As a non profit organization CAT has also the possibility to generate funds from its own economic activity and to place them into community projects.

To realize the CAT 2001 Activity Program requires to mobilize over 2.5 billion RoLei, in the actual economic and social difficult conditions.

The CATs from: Alba-Iulia, Baia Mare, Bistrita, Brasov, Deva, Galgau, Oradea, Resita, Nasaud, Targu-Lapus, Zalau are independent and design their own Budgets and Programs, ensuring the decentralized development of the horizontal economic co-operation, in the benefit of over 1400 companies associated to the CATs-Union of Transilvania Business Centers. We will continue to sustain the CATs and to extend our activities, especially in the smaller Transilvanian cities and rural centers.
