Activity Programme 2002(synthesis)

Transylvania Business Center was founded in 1992, which was considered the year of the local establishment, by the support and effort of 23 founding companies. The nine years of success in promoting the interests of the business local community have been defined as follows: 1993 � the regional recognition year, 1994 – the national consecration year, 1995 – the European admission year, 1996 – the international reconnaissance year, 1997- the direct communication year, 1998 – the Transylvanian Guilds year, 1999 – the direct connections year and 2000 – the CAT- e – CAT year, 2001 the m-Business year.

The first month of the year started under the impact created by the new CAT systems: webmail and the CATransylvania DataBase http://e-cat.ro/bazacat.html. These new e/m-tools are continuing to sustain the growth of the FIRST TRANSILVANIA ELECTRONIC MARKET www.v-market.ro, who has already in function two well known virtual mechanisms: the Electronic Exchange http://e-bursa.ro and the virtual business center http://e-cat.ro.

In 2002 we will insist on creating sites for CAT members, designing virtual shops/en-gross, and introducing e-banking/Internet banking, e-commerce all over Transylvania. This virtual infrastructure combined with the mobile equipment will create the support for the development of the m-business new concept to our members, helping them to pass from “static-concrete to mobile-virtual”. At the same time, we want to contribute to the innovation process moving -management-by-presence/ face to face- to -flexible management- using new mechanisms, tools and intelligent concepts. This is organized by a m-boss that would lead the mobile and flexible staff from anywhere, anytime, using the new IT&C and new equipment. The fast penetration of Mobile-to-Mobile or m2m runs to

This year, we will promovate teleworking/e-working and the new non-birocratic technology for creating more: comfort, flexibility, debirocratization, delocalisation, dematerialization. In that way we will reduce the stress that can be created in a bureau, the interpersonal conflicts, the absenteeism or the absence of innovation of the staff. We will improve the production and the products quality-in a word, the life quality. The principle “work – when – you – want – and – where – you – want” is the base of the flexible company that is growing in the new contemporaneous and digital economy. In the advanced countries, the Industrial Society of the XX Century gives more and more space to the new Informational Society ” Knowledge Society For All”. This is the first target of the European Commission for an e-Europe and for the integration and extension of the EU- eEurope+.

At the same time, we want to contribute to the innovation process concerning “e-economy/ e-environment” with new mechanisms, tools and intelligent concepts such as: C2C (comfort-to-comfort). We will assist the SMEs to “go digital – go mobile”, B2B (business-to-business) and B2C (business-to-client), asked by the competition on the actual global market. We will allocate for these R&D activities 1.2 billion RoLei.

A special attention will be given to the IMAGE OF CLUJ – “The Heart of Transylvania” by improving the Cyber City www.Cluj-Napoca.ro and “mirror” www.Koloszvar.ro or www.Klausenburg.ro with new advanced mechanisms such as: the Virtual Mayor, the Virtual Council, Electronic Vote, Forum of Public Debates, on-line DataBase, digital video and photo images, public information, special pages and links to other information sources about our bi-millenary citadel. We will assure a better transparency and accessibility to the Cluj Community, a direct “without passport” link for any citizens, companies, organizations or community in the world, interested to enter in e/m business or socio-cultural relations with us. The program will be spread to the other Transylvanian city and districts if there are interested, to keep the area in the competition with other European areas. We are very interested in the sustainable growth that is why we allocate 300 millions RoLei in this year from CAT budget.

With the support of our IT supplier companies and the European Commission we will organize seminars to promote the new technologies and electronic tools, the new economy and its international partnership conditions. Our experts, together with NMCP-Netherlands and SES-Germany consultants, ViVa-EU, ENERGIA, EWEN and the European Commission, will assist the SMEs to adopt the new techniques and to design their business plans and marketing-management strategy. In 2001 these services will be for free and on-line, using the virtual tools developed by www.e-cat.ro. We will allocate from the 2002 Budget over 750 million RoLei, for sustaining the consulting and training activities, especially for the e/m-business development. Every CAT employee will take care of serving every company, no matter if it is a real client or a virtual (“e-client/ e-customer”) one.

We will develop the assistance given to the young associates within LBC- Lyceum Business Center Program. LBC is destined to the high school pupils and CAST for students. We will develop the PC networks connected to Internet, with printers, copy machines and scanners, and we will endow the headquarters of LBCs with mobile phones and furniture. The students will be able to develop their business skills not only in their own offices but also in the CAT member firms, which will accept them. We will train the LBC members in m-ICT (mobile Information, Communication Technology). The LBC network will be extended to other high schools interested in telework/e-working, from Cluj-Napoca and Transylvania.

The relations with schools and organizations from abroad will be multiplied, to facilitate the experience exchange between our children and the ones from different regions and countries, to bring them knowledge about e-economy and e-business. We are aware that the future of our business community depends on our children instruction in m-ICT.

With our CAST students and LBC pupils it will be developed CATransylvanian Data Base, who will contain over 30.000 firms (with addresses, offers, contact persons, etc.). This project will be co-financed by the European Commission through EWEN, ENERGIA and ViVa projects. The partipation to these EU projects will help us to become viable and competent partners. These projects will conect us with the multisectorial trans-european co-operation.

CAT will sustain the local authorities to realize the majour projects: Tehnologique Park, EuroInfoCenter, The Virtual Hyghway, The Tailors Tower, and others, initiated by CAT companies. We will develop the common actions with APM -Employers and Handicrafts Association for the SMEs.

The collaboration with the research centers and universities will be improved. A special attention will be give to the “Babes-Bolyai” University-Europeans Studies Faculty, Lingua Center; Art University- Fashion and Design Faculty.

We will maintain the relations with cultural, art and education institutions, for supporting the young talented pupils.

In 2002 we will maintain the growing trend of our relations with the international organizations, World Bank, UNIDO, European Commission, BERD, American, Japanese foundations and we will participate to the multilateral measures and actions regarding the global economy. We will invite to Cluj-Napoca experts for consulting us in the advanced domains and to create sustainable systems.

The 2002 Activity Program and Budget were designed in accordance with the projection of our members’ subscriptions and compensations, the non-reimbursable foreign assistance, the donors’ and sponsors’ contribution. As a non-profit organization CAT has also the possibility to generate funds from its own economic activity and to place them into projects of community interest.

The realization of the CAT 2000 Activity Program requires over 2.8 billion RoLei.

The CATs from: Alba-Iulia, Baia Mare, Bistrita, Brasov, Deva, Galgau, Oradea, Resita, Nasaud, Targu-Lapus, Zalau are independent and they design their own Budgets and Programs, ensuring the decentralized development of the horizontal economic co-operation, in the benefit of over 1400 companies, associated to the CATs Union of Transylvania Business Centers. We will continue to sustain the CATs and to extend our activities, especially in the smaller Transylvanians cities and rural centers.

The Digital CAT will realize until next year the e-payments and e-compensations with our members, donators and sponsors. With the integration of the whole financiar-accounting-banking Rumanian system in the European digital system, CAT would pass from the virtual electronic state to the virtual mobile (e-CAT-m.) one.

Beginning with next year we intend that the General Assembly would take place on Internet. We suggest to connect you at the ASTRAL and mobile telephony, to buy a Laptop, cell phones with wap, and other equipment of the new lifestyle(m-lifestyle).

CAT was created 10 years ago. We will celebrate this event with Transylvania Fashion and Transylvania Taste which will take place in May and December.

The 2002 Activities Program and Budget were submitted to the approval of the Board of Directors.
