The Transylvania Business Center (CAT) was constituted in 1992, considered the year of the local recognition, through the concern and the effort of all its 23 founding-members. The 10 years of success in promoting the local community’s interests and businesses have been defined as follows: 1993 – year of regional recognition, 1994 – year of national recognition, 1995 – year of European recognition, 1996 – year of international recognition, 1997 – year of direct communications, 1998 – year of the Transylvanian Trades, 1999 – year of direct connections, 2000 – CAT@CAT’s year, 2001 – m-Business year, 2002 – Jubilee Year, Flexible Work year and CAT’s integration in the EU’s broaden structures, 2003 – Sustainability (Durability) year, 2004 – EDUTainment-CULTainmet year, 2005- Innovation-Competition’s year, 2006 – Knowledgezation – iBIZ Year, 2007 – Knowlaboration-Consortiumization Year.

The year of 2008 finds the Transilvania Business Center from Cluj Napoca integrated in the European structures and concepts. The important role that our organization had in accelerating the process of standard European alignment is notable. Our efforts and innovations regarding these were rewarded and acknowledged locally but as well as regional, national and European wide. CAT has its place well précised place in the integration process of Romania and as well in the history of Enlarged United Europe.

The first months of 2008 began with the campaigns for promoting the following offers:

” free consultancy of SES-Germany for alignment to the European standards: EASY-FAST-CHEAPwww.v-market.ro/ses,

” involving SMEs in the European Committee’s 7th Framework Program (FP7) through project smE-MPOWER.

” Advanced knowledge transfer to new generation – netG, through courses: mBIZ, mKM

” With the help of these new e/m-tools, the broadening, visibility, transparency and the accessibility are continued on the First Transylvanian Electronic Market, which incorporates 4 virtual mechanisms already established: the Electronic Stock Exchange, the Virtual Business Centre, , mBIZ www.m-business.ro and specialized markets.

” Economical missions on all continents, for connecting the Cluj and Transylvanian community to a global economy www.v-market.ro/targuri

An important goal in 2008 will be the development of new websites for mBIZ and mKM activitieswww.mWEBiz.ro , www.go2m.biz, www.knowledge-management.ro.

In the year 2007 CAT will continue to strengthen the versatile connection between the activities of business-competition and the concerns for the telematization of education-research-innovation: DIGIeducation-SMARTeducation-EDUtainment (education-games-entertainment), the digitalization of art-culture-patrimony DIGIcult-InnovationCULT-CULTainment (culture-multimedia-entertainment). The area of interest will be extended to:

(1) BioTechnologies-Knowledge Research and mAGRIbiz;

(2) eHealth – remote distance intelligent medicine: telemedicine, teleconsulting, telediagnosis, telemonitoring, telesurveillance, teleemergency.

Regarding Transilvania Fashion and Maramures Fashion programs, we will seek the cooperation of European and worldwide partners for the development of our new concept of New DIGIFashion – eHealth Fashion, applied in the Intelligent Biomedical Clothing. Design-4-All, Design-4-Effectiveness-and-Enjoinment/Entertainment, Interaction Design, Ambient Intelligence, Sensitive MutiModal Interfaces, Virtual Prototype, nanoBio-Touch-and-Sensitive Design, m3D- these are directions and concerns for 2008.

We will continue to insist on the creation of presentation sites for CAT companies, the designation of virtual shops/en-gross: E-SHOP and introduction of web-mail, of the digital video/web studio, of applications for going over from e-banking to Internet banking, and also from e-commerce to m-BIZ (mobile business).

This new infrastructure combined with the new generation of mobile equipment represents the basis of the m-business concept’s development at our companies, their passage “from the physical-static state to a mobile-virtual one”. The old-fashioned management style “management-by-presence/face-to-face” will be improved through the adoption of a “flexible management” organized by each m-boss (mobile boss), who leads “from-anywhere-and-at-anytime” flexible and mobile subalterns, using the new IT&C.

The fast application of m2m technologies (Mobile-to-Mobile) at our companies will be done using: mKM-4-mB&E (mobile knowledge management-for-mobile business and entertainment) and standardized and personalized mBIZplatforms.

We will continue to promote a mobile life style, a flexible – teleworking/e-working work style and the new non-bureaucratic technologies to create more: comfort, flexibility, autonomy, decentralization, debureaucratization, delocalization, dematerialization. With these we will help reduce office stress caused by a fixed work place, interpersonal conflicts, staff’s lack of creativity or innovation. We will create a new physical-and-virtual environment, we will re-energize the personnel and we will improve the productivity and quality of products and of our life. The principle “work-when-you-want-and-where-you-want” is at the basis of the organization of the flexible company, which gains more and more ground in the new contemporary digital economy.

In the advanced countries, the Industrial Society of the XX th century gave more and more place to the new Informational Society – Knowledge Society for All. The fast realization of this objective is the first priority of the European Committee and concerns especially the e-Europe and e-Europe+ processes for the integration of the Expanded European Union. CAT will emphasize on promoting the technologies which are regarding the Wireless Information Society (WIS), and the Informational Mobile Society in a GLOBAL WORLD.

We will focus in 2008 on the development of intellectual property, of the digital capital, of intangible products, of creating added value in the new sectors of Knowledge Economy and especially mKB – Mobile Knowledge Business.

We will continue the development of Cultural Master degree, being supported by elements from the Management organized, as well as the Master degree on European Business and Management of Comparison by delivering the course and the seminar of Project Cycle Management and Project Methodology and European Projects. The delivery will be made by students or masterands from Cluj Napoca, Targu Mures and Bistrita.

We will continue to develop our concept of mKM (Mobile Knowledge Management) and to extend it from Babes-Bolyai University to other universities, local and abroad. We will deliver knowledge to the University of Agricultural Sciences and Veterinary Medicine for the Master degree in Biotechnology and doctoral studies through the courses-and-seminars concerning the “Knowledge Management”http://usamvd.e-cat.ro. We will start the deliverance of the concepts relating to innovation and intellectual property at the Technical University from Cluj-Napoca.

This year we will continue the practical researches regarding our new concept: 4M – MMmM – MultiMedia Mobile Management, mainly in the area of the art-culture-education-knowledge.

CAT is a KO-Knowledge Organization and it will develop models of “mK-Mobile Knowledg”, “K-2K Knowledge-to-Knowledge”, “K-4-K Knowledge-for-Knowledge” for “K-4-A Knowledge-for-All”.

Concomitantly, we wish that this year also to:

o contribute to the innovation of the systems “m-economy/e-environment” with mechanisms, tools and intelligent concepts such as ” comfort-to-comfort” and to develop our own concept of mBIZ-mobile Business

o guide SMEs towards “go digital – go mobile”, B2B (business-to-business), B2C (business-to-client), requested by the present expanding global market. We will support the SMEs for: “Growing locally for competing globally” and the replacement of the “capitalists” with the “knowledge people” in the “Knowledgisation of Capital” context.

o develop the networking for innovation and competitivety.

CAT will sustain the creation of clusters, start-ups, spin offs and the development of brokering business links systems, consulting, training, coaching, tutoring designated to SMEs and UCDI.

Our organization, which is also the first virtual business center on the continent, has evolved from its actual state of virtual comfort mCAT=uniCAT, to the one we called: TOTALmCAT = mobility-Comfort-Autonomy-Transparency.

In this context we will stimulate the implementation of: outsourcing (the externalizing of the companies’ functions) and e-skills; the new protocol IPv6 and of the UMTS system; 3G-mCommunication Platforms based on 3D-Semantic Modeling; “end-to-end” solutions for voice-video-data based on micro-nano systems, W-LAN and the intelligent “user-friendly interfaces”. We will promote m-office or “nature-work office / mobile work office”, the UML system – Universal Modeling Language, 3D-CAD Modeling.

CAT will contribute to the elaboration of project within the 6th Framework Program (FP6) of the European Committee: IRC www.e-cat.ro/irc, smE-MPOWER http://www.sme-mpower.net, ABILITIEShttp://services.txt.it/abilities/project.html, ERMA www.erma-project.org si deployPROMIS www.promis-eu.com. We will allocate 50.000 lei this year for the promotion of these activities.

With the support of our distributor companies of IT&C, especially the ones from GmBiz and from the European Committee, we will organize conferences with the purpose of promoting the new technologies and virtual tools, as well as the new constrained must-haves imposed by the new economy and the conditions of international partnership. We will focus on the FP7′s elements dedicated to the development of ERA (the European Research Area) in the benefit of SMEs, innovators and the self-nominated people (especially the young people in netGeneration). We will identify and motivate the SME’s to benefit from the facilities offered by FP7 and Structural Funds.

As well, we’ll start a new European collaboration, called EU4U, to access European funds.

The set of 21 projects proposed in 2000 at the European Committee for the outlining of FP6, under the title CAT n2n (networking-the-networks), will be sustained for the implementation at different local communities, companies, European interested consortiums: http://www.e-cat.ro/gmbprojects.html. We will allocate 10.000 lei this year for the development of the lasting sustainability projects.

With the help of our experts, SES-Germany and of the European Committee we will assist interested member-companies, in the domain of new technologies of production and techniques of global commerce. We will give them consultancy to elaborate projects, business plans, for marketing and management, technological audit and requests/offers of technology. A big part of these services will be free and on-line. The promoting action will be extended to the whole Transylvanian area to make aware of the costs of Romania’s integration in EU and to offer solutions: Quick-Easy-Cheap for aligment with EU’s standards. Over 10.000 lei will be allocated from 2008′s budget to sustain these activities.

We will continue to improve the services for CAT’s members, especially the e/m-business services. Each employee will handle the serving of each client company, regardless of whether it is a real or virtual client “e-client/e-customer”.

The latest e/m-marketing techniques and methods will be used. The European Commission’s programs at which we will participate this year, especially smE-MPOWER, IRC-Innovation Relay Center, ABILITIES and ERMA, will help us reach this goal.

We will consolidate the IRC-Focal Points – information desks of IRC-CAT Transylvania at: Babes-Bolyai University – The Technological Transfer Center, Art and Design University – Clothing Design Section, Technical University – Inventors Society of Romania, The University of Agricultural studies and Vetenerian Medicine – The Center of Technological Transfer and BioTech, University of Technics, Brinel-ARIES, CENTI, BIONA, MINESA etc. http://www.e-cat.ro/irc/contact.php and we will open new Focal Points at the research-designing-innovation institutes, companies and the interested libraries. This year we will end the campaign for IRC@T’s recognition in the whole region, by all the Transylvanian researchers-innovators as well as by the trans-European network formed of the 82 IRCs from the European cities. With the opening of IRC@T at CAT’s mBIZ desk of the European Studies Faculty we managed to allign Cluj with the other United Europe and Extended UE intelligent-innovative cities: “The Intelligent Cluj”.

Concomitantly, we will develop the assistance and the support given to the youngsters associated at the LBC program destined to students, and CAsT for students, master degree students and doctorands. We will continue the development of mobile networks; we will continue with the endowment of centers so that students can develop their business capabilities, both in the “mobile” as in the “classic” way in their own classes LBC-CasT or at CAT’s member companies that would take them as apprentices. We will instruct LBC-CAsT members in the domain of electronic information-communication and mobile technologies: m-ICT. We will extend the network LBC-CasT in other High Schools and Universities interested in Cluj-Napoca and Transylvania.

The relations with organizations and schools-faculties from foreign countries will be multiplied, to facilitate the exchange of experience between our children and the ones from other countries, to prepare them for the new economy and to perform in e/m-business. We are aware that the competivity and the future of our business depends on our children’s’ education and guidance. We will encourage them to open their own businesses and their own companies. We will allocate from 2008′s Budget the sum of 10.000 lei for training activities destined for the young generation.

Together with CasT and LBC students we will develop BaseCATransylvania (BazaCATransilvania) with: addresses, offers, services, contact persons etc. This on-line Base will be connected to the different European Committee projects

We will participate at international conferences, seminars and workshops. This projects aim at the development of the multisectoral trans-european cooperation, the creation of trans-frontier networks especially with the Republic of Moldavia, the improvement of life’s and the environment’s quality.

Simultaneously, a special attention will be given to CLUJ’S IMAGE – ” The Heart of Transylvania” through the online development of a virtual citadel – the First Multicultural CyberCity www.ClujNapoca.ro and of its “mirrors” www.Kolozsvar.ro and www.Klausenburg.ro – with new advanced virtual mechanisms, alongside: the Virtual Mayor, the Virtual Council, electronic-Vote, a Forum for publics debates, the Online Database, photos and videos, pages with public info and a variety of links to sources of information on the 2000 year old city. We will assure a higher transparency and accessibility of the Cluj communion, a direct connection with any citizen, company, organism or community from all over the world, that would like to communicate or to develop e/m-business with us. The program will be extended also to the other interested Transylvanian cities, in order to put the area to good use and to create added value, in the context of the competition in which we are engaged with the other European regions. The increase of sustainability of our local communities represents one of our main goals and that’s why we will allocate 5.000 lei this year from CAT’s budget.

The virtual community’s project “De Dragu’ Clujului European” (“For the sake of European Cluj”) will be orientated towards creating a website for each citizen or company in Cluj for the rapid growth, physical and virtual, of our 2000 year old city’s value.

The program will be extended to other Transylvanian cities and communities that are interested to create maximum visibility to the area and to add value, in the context of high competition with other regions. The sustained development of our community is one of our priorities and that’s why we’ll allocate 10.000lei from this year’s budget.

CAT will continue to support the local authorities for the development of the following strategically projects: the Technological Parc 2, EuroInfoCenter, Virtual HighWay/Thoroughfare, Tailors’ Tower – Tailors’ Trade and other projects, initiated by them (the authorities) and by the CAT companies. We will support the expansion of Cluj-Napoca’s airport (in the Luna perspective) and the creation of the Transylvania HighWay: Oradea-Cluj-Brasov, The Polyvalent Hall, and other ideas from”Quo Vadis Cluj”. We will develop common actions for the benefit of SMEs, together with APM, UGIR 1903, the local Transylvanian and national holdings and chambers.

The collaboration with the universities and research centers will be intensified. A special attention will be given to the collaborations with: “Babes-Bolyai” University – European Studies Faculty and Lingua Center; University of Arts and Design – Faculty of Design and Clothing Creation; University of Agricultural Sciences and Veterinary Medicine – The Center of Technological Transfer and BioTechnologies; Technical University – Scientific Research Center, Technological Transfer and Inventions Implementation; “Iuliu Hatieganu” University of Medicine and Pharmacology. We will continue to deliver seminars and courses for the development of student’s aptitudes and the formation of mBIZ (mobile business) specialists, through modern m-learning (mobile learning) and mKM – mobile Knowledge Management methods.

CAT’s associated companies and others interested will have the opportunity to select from the young generation of specialists (students, graduates, masterands, doctorands) the ones that best suite their vacant jobs’ needs. CAT creates new opportunities and work places for the young generation and also helps its member companies.

We will continue to sustain culture, art and education institutions, students associations and exceptional youngsters, talented in the domains of art and IT&C. We will sponsorship festivals of creation, as well as the traditional Transylvania Fashion Program.

In 2008 we will maintain relationships with the international organisms, European Commission, World Bank, ONUDI, BERD, UNCTAD, USAID, American, Canadian and Japanese foundations, multinational and transnational companies interested in IT&C collaborations. We will participate at the multilateral actions concerning the global economy and we will invite foreign experts to Cluj-Napoca to offer us consultancy on top domains and sustainable systems. We will orientate towards 3GPP (3rd Generation Partnership Projects), concerning globalization and the local decentralized development.

The development of direct international relations between associated CAT companies and the ones from abroad will be strongly sustained by CAT. Besides our usual European cities for economical missions will organize participation at fairs and expositions in China and USA, countries with a potential for development and also touristy. In 2008 will allocate over 50.000 lei for the economical mission program, which the calendar is published here: www.v-market.ro/targuri.

The Program of Actions and the Estimated Budget for 2008 were designed mainly in ratio of: the projection of cotizations and compensations with CAT member companies, the enticement of nonrefundable external assistance, donations, sponsorships, but also of each Department and Trade’s own generation of funds, on the basis of the decentralized auto sustainability and sustainable growth principle.

The realization of “CAT Cluj”‘s Program of Actions for 2008 involves the mobilization of less funds than last year estimated at 150.000 lei. The funds that the other CAT companies in the Transylvanian cities possess due to their independentization have not been taken into consideration. The Transylvanian Business Centers (CAT) from: Alba-Iulia, Baia-Mare, Bistrita, Brasov, Oradea, Resita, Deva, Targul-Lapus, Galgau, Zalau draw up and approve their own Budgets and Programs, assuring an horizontal decentralized development of economic cooperation, in the benefit of the over 1500 companies associated at the Union of Transylvanian Business Centers. We will continue to sustain the other CATs and to extend our activities in the area, especially in the small Transylvanian cities and in the rural centers.

Designed in 1991 and realized in 1992, The “Transylvania Business Center” (CAT) represented the first non-governmental, non-profit, apolitical, private organism for the development of the reform’s mechanisms and the transition to the new economy. The digitalization of CAT, launched in 1995, has made remarkable progress, new virtual innovative mechanisms have been created, and thousands of companies were orientated and supported towards e-Economy and mBIZ.

We hope that by the end of the year we will manage to accomplish about all the on-line discounts and compensations with our members, donors and sponsors. Together with the alignment and integration of the financial-accountant-banking-fiscal Romanian system with the European digital systems, CAT will cross over from the current virtual electronic state CAT@CAT to that of a mobile virtual one eCAT – 2 – mCAT, giving t he users that profitable relaxation-comfort, that we all desire.

We desire that this year also, the General meetings and the meetings of the Direction Committee “be taken on the internet” – on Yahoo! Messenger/SKYPE, that is why we encourage you to sign-up for a Yahoo!/Skype account, to connect to ASTRAL and the mobile networks – especially the 3G – UMTS. We also recommend that you equip yourself with LapTops, communicators, WAP-enabled cellulars and other mobile equipment that supports MMS, in order to handle the new collaboration-and-work conditions: “the art of mobile LifeStyle”.
