[Dave Cornell's Note: This idea of there being two administrations came from Mason Remey calling Shoghi Effendi's administration a Babi administration. It was taught by Dr. Jensen and the BUPCs up until shortly after Neal wrote this paper. In his January 7, 1994 letter to Trevor Stanwick, Dr. Jensen reversed this belief when he wrote: "Mason Remey, a fallible guardian, was mistaken when he said that Shoghi Effendi used the Bab's administration. He was going against Shoghi Effendi, being offensive. To go against Shoghi Effendi is to go against God (W&T, p. 11)." The reader should keep this in mind when reading this document.]
