Effective January 1, 2017, Annual Rent Program Service Fee Increases to $68 per Unit Oakland charges residential rental owners a yearly Rent
Program Service Fee per each rental unit. As of January 1, 2017, the per unit fee is $68. Owners who pay the fee on time (no later than March 1 of each year) are generally allowed to pass through half ($34) of this fee to tenants. However, the fee cannot be added to the base rent when calculating a rent increase. Tenants in subsidized units are not required to pay the tenant portion of the fee.
