In conventional, non-rent control, the lease defines what is considered a "guest."  In a sample lease, a guest is anyone "...staying over 14 days cumulative or longer during any 12-month period, without the OWNER'S written consent..."  Meaning, anyone who stays over 14 days total in a year an unauthorized occupant and is in breach of their contract.  The landlord may serve a 3 Day Notice to Cure the Violation.

HOWEVER, if the landlord allows for the tenant to have an extended guest - such as visiting family member(s) from out of town/state/country - both landlord and tenant(s) should sign a statement that outlines this/these person(s) is ONLY a guest and specify an agreed upon end date of visit.
