San Leandro Rent Review Program

Rent Review Board meetings are held in the City Council Chambers at City Hall, located at 835 East 14th Street, at 7pm on the fourth (4th) Tuesday of every month on an “as needed” basis.

The City of San Leandro's Rent Review Program began in May 2001.

Effective on March 17, 2016, the program provides for a review, and hearing if needed, of rent increases exceeding 7% or exceeding more than 1 rent increase within a twelve month period for a rental housing unit in a parcel that contains at least 2 tenant-occupied housing units.  Rented mobile home housing units are also eligible for rent review.  

Hearings are conducted by a Rent Review Board, whose members are appointed by the City Council and includes 2 renters, 2 landlords, and 1 additional neutral party (homeowner). The program is based on the use of mediation and non-binding arbitration to work jointly with tenants and landlords to respond to complaints brought before the board, and provides a neutral setting for discussing rent increase disputes.
