An early important decision to make is whether your project will be better suited for a RASTER or a VECTOR design
Raster images are made up of a bunch of tiny pixels. They are great for photos, hand drawing, art, and freehand style designs. Their big downside is they can't be scaled very well, things can get blurry. Files can also get huge.
Vector images use paths, lines, and shapes. Vector files work better for digital illustrations, complex graphics, and logos. They can be scaled to any size.
We use Photoshop for raster projects and Illustrator for vector projects.
