Responsibilities of the National and Local Groups
ICM Decision Book provides several responsibilities related to strategic planning (Part. 1, Chapter 1. Strategic planning):
Introduction
The Strategic Plan shall envisage means to fulfil the Philosophy Statement of ELSA. A Strategic Plan shall be adopted for five years by a two thirds majority of the International Council during an International Council Meeting in the last year of the Strategic Plan in force. It means that the next Strategic Goals will be prepared and voted in 2023.
Implementation
The International Board of ELSA shall draft its One Year Operational Plan in compliance with the Strategic Plan of ELSA.
The International Board of ELSA shall create a Strategic Plan Implementation Handbook that includes operational goals of the Strategic Plan, best practices, and useful tips for their implementation
National Groups shall draft their respective One Year Operational Plans in compliance with the Strategic Plan of ELSA.
Local Groups are obliged to follow these directions based on provision of Article 4.2 of the Statutes (Local Groups are bound to respect any decisions taken in accordance with these Statutes and the Standing Orders of ELSA.)
Evaluation
Strategic Plan Yearly Report
summary of yearly Strategic Plan's fulfilment and critical comparison of achievements,
prepared by the International Board of ELSA,
discussed during the second ICM of the term.
Strategic Plan Final Report
overall information, final conclusions and statistics reflecting the fulfilment of the Strategic Plan,
recommendations for the adoption of the succeeding Strategic Plan,
prepared by the International Board of ELSA,
presented during an ICM in the last year of the Strategic Plan in force and then at the first ICM after the last year of the Strategic Plan in force (final version covering full 5 years).
