BOR Approved RMO Organizational Structure as of April 2021
The Research Management Office (RMO) is the research arm of the OVPRED and hence, oversees providing support services to the VPRED on both administrative and technical matters. RMO recommends plans, programs, projects, and policies relative to research planning and programs/project development to the Research, Extension, and Development.
The RMO is headed by a Director in charge of the overall supervision of the four sections namely, (1) Research Support Center; (2) Research Monitoring and Evaluation Center, (3) Center for Research Dissemination and Linkages, and (4) Center for Research Ethics. Each section is managed by a section chief.
RMO has the following duties and responsibilities: a) recommends plans, programs, projects, and policies relative to research planning and program/project development to the Vice President for Research, Extension, Planning and Development; b) implements policies on research and development programs of the University; c) provides administrative and technical support to University researchers and faculty members to harness their research capability and skills; d) establishes and maintains linkages with national institutions with similar educational goals to facilitate the conduct of various researches; e) Â monitors the implementation of the approved internal and external research projects; f) conducts fund-sourcing for research projects; and, g) conducts research dissemination through national and international conferences.

Objectives
To properly implement the University Research Agenda;
To dramatically improve the research capabilities and skills of the University’s faculty and employees;
To exponentially increase the CHED-recognized / ISI / Scopus-indexed research presentation and publications of all faculty and employees in all campuses and branches of the University;
To incrementally increase the research incentives, privileges, and awards for all faculty and employees who do quality scientific research internally and externally; and
To remarkably widen the University’s networks and linkages for internationalization.

The RMO Director has the following key task responsibilities: 1) assists in the implementation of policies in research, and development programs of the university; 2) prioritizes research programs that have significant impact and contribution to the University's attainment of globally competitive education, improvement of the quality of life an social development; 3) conducts institutional researches that would address efficiency and effectiveness of the services offered by the university to its stakeholders and the larger community; 4) provides administrative and technical support to university researchers and faculty members to harness their research capability and skills; 5) supervises the operation of the Research Support Center; Research Monitoring and Evaluation Center, Center for Research Dissemination and Linkages, and Center for Research Ethics; 6) undertakes evaluative studies covering students and faculty sectors; 7) provides technical assistance in the preparation of research designs and in the collection, processing, analyzing, and interpreting of research data to faculty students; 8) implements policies of the University relative to planned institutional research alignment; 9) undertakes institutional researches and evaluative studies covering various sectors in the university; 10) undertakes preparation of feasibility and other studies of the university; 11) collates, evaluates, and interprets institutional statistical information to the university, domestic and international use; 12) prepares programs designed towards the development of tjue international relations and understanding; 13) establishes and maintains linkages with international organizations of similar education goals to facilitate research and student-faculty exchange programs; 14) establishes and maintains linkages with national institutions with similar educational goals to facilitate the conduct of various researches contributing to national understanding; and 15) submits reports to the management.

CENTER FOR RESEARCH ETHICS

The Chief for Center for Research Ethics has the following duties and responsibilities: a) safeguard the rights, safety, dignity, and well-being of everyone who participates in research work/s; b) define and determine the protocol in the conduct of research work/s involving human subjects (i.e. cultural communities and environment) as well as the risk involved, whether they are acceptable or in violation of certain ethical procedures, not to mention existing laws and regulations regarding malpractices; c) review, evaluate, and resolve whether or not research work/s that is/are potentially hazardous to humans and animals adhere to internationally accepted research ethical standards; d) Provide guidance on practices to minimize health and environmental hazards related to activities used in research and instructions within the University; e) conduct periodic review and recommend improvement in the provisions of this policy; f) delegate the college deans and branch/campus directors to constitute a C/BREB to serve as the governing body that provides adjudication towards concerns, issues, grievances, and possible violations pertaining to the Research Code of Ethics at the college/branch level; and g) serve as the highest governing body that provides adjudication towards concerns, issues, grievances, and possible violations pertaining to the Research Code of Ethics as endorsed by C/BREB; h) coordinates with the different offices of the university; and i) performs other functions as directed by the RMO Director and VPREPD.

The Chief for Center for Dissemination and Linkages has the following duties and responsibilities: a) Forge linkages to various institutions that will result in external funding of research projects and programs; b) Organize/co-organize research-related conferences, seminars, trainings, fora, etc. as a research dissemination platform. The function of the RDLC does not duplicate the functions of the International Affairs Office (IAO) and Special Programs and Projects Office (SPPO).Â
