INSTITUTIONAL ACCREDITATION
In compliance with the Republic Act 7190 sec. 36 (A) of the Magna Carta of Women, PCW-NEDA-DBM Joint Circular No. 2012-01 and PCW-MC No. 2018-04 requirement which states that at least five percent (5%) of the total agency budget appropriations authorized under the annual GAA shall correspond to activities supporting GAD plan and programs the Center for GAD Plan and Budgeting under the Institute of Gender and Development in cooperation with the other two centers (CGTA and CGS) and the PUP GAD Focal Point System (GFPS) is responsible in preparing and supervising the University GAD Plan and Budget (GPB) and GAD Accomplishment Report (GAD AR) to be submitted to the Philippine Commission on Women. The Center for GAD Focal Point System (CGFPS) is mainly responsible in coordinating with colleges, branches and University offices in implementing the GPB. CGPB under the supervision of IGAD Director is also responsible in training the PUP GFPS for the maintenance and improvement of GAD mechanism in the University. CGFPS is also responsible in preparing Audit Observation Memo (AOM) with the help of responsible offices if any. The Chief for the Center for the GFPS shall be called the TWG Head Secretariat.
The TWG Head shall coordinate with the GFPS of its attached agencies, bureaus and regional offices especially on the preparation, consolidation and submission of GAD Plans and Budgets;
Formulate agency GAD Plans, Programs and Budget in response to the gender gaps and issues faced by their clients and constituencies, women and men employees, following the conduct of a gender analysis, and/or review of sex disaggregated data;
The TWG Head shall work with the human resource development office on the development and implementation of an appropriate capacity development program on gender equality and women’s empowerment for its employees, and as requested or deemed necessary, for other offices under the Department or Agency, as the case may be.
Monitor the implementation of GAD-related programs, activities and projects in their respective colleges, branches, campuses and suggest corrective measures to improve implementation of GAD Projects and GFPS activities;
Prepare and consolidate agency GAD accomplishment reports; and
Provide regular updates and recommendations to the Director of IGAD, who also serves as GAD Focal Person.
The center will also be the repository of all records and documents of the GAD Focal Point and the Committees.
The TWG Head is also responsible for creating and monitoring the different responsible committees of the GFPS.
In order for the Center for the GFPS to handle the voluminous work assigned in the coordination and cooperation of different colleges, branches and campuses, including preparation of the GAD Plan and Budget, University Annual Accomplishment Report including Audit Observation Memo (AOM)ss, the IGAD also proposes to assign an additional staff that will assist the work of the Institute and the proposed center, especially that its mandate represents the whole university and not just its institute.
