The EMO is the lead unit of PUP in formulating and implementing the extension policies, guidelines, and standards that are in line with existing rules of the Commission on Higher Education (CHED). These are designed to help address a number of identified pressing social needs by rendering various expert services to its target beneficiaries.
Specifically, the Extension Management Office (EMO) shall perform the following functions: a) engage in collaborative extension undertakings with the assistance of the technical expertise of different colleges, branches, satellite campuses, and other PUP offices; b) ensure active participation in intensified national and international advocacies for poverty reduction and social development; c) promote a high sense of volunteerism among the faculty, administrative staff, and students towards service to the target beneficiaries; and d) mold the community extension programs and services to align with the actual needs of target beneficiaries and therefore help rebuild and transform lives of partner communities.
Moreover, to ensure fulfillment of its mission, the EMO lays down the following objectives: a) expand capability development programs that cater to the recurring needs of its host communities; b) deliver greater access to education and digital information by making full use of available resources and technologies; c) formulate appropriate quality extension services through community needs identification, project preparation, and implementation, and monitoring and evaluation; d) establish linkages with LGUs, NGOs, private sector and industry associations, as well as national and international organizations, institutions, and agencies to realize plans for expansion as well as generate financial support for University extension projects; and e) provide avenues for the entire University to unite, collaborate, and participate in extension-related undertakings to achieve the shared vision of sustainable development.

The Extension Management office is headed by a Director who shall have the following duties and responsibilities:
a) Formulate an integrated development action plan on extension services which shall include the projects, strategies, personnel with a corresponding realistic and workable budget proposal;
b) Endorse and/or recommend the approval of the extension programs and projects from colleges/branches/campuses;
c) Direct the execution of the approved community and institutional extension programs and lead the chiefs of offices and faculty extensionists in carrying out the specific extension projects and activities; d) guide and supervise the Chiefs of offices in the performance of their duties and responsibilities;
e) Direct the chiefs of offices and faculty extensionists in the planning, implementation, and evaluation of the extension programs and projects;
f) Sign and/or endorse documents that are related to the implementation of extension programs and projects;
g) Represent the EMO in ministerial functions that are related to extension management inside and outside of the university; and,
h) Represent the OVPRED on different concerns, functions, and activities that pertain to extension programs and services.
Moreover, the EMO Director is being supported by the Chiefs of Offices namely: the Extension Evaluation and Monitoring Center, the Extension Support Center, the Extension and Community Linkages Center, the Center for Inclusivity and Diversity, and the Community Relations and Outreach Services.
The Chief of the Extension Support Center has the following duties and responsibilities:
a) Take charge of the development and implementation of the University extension training, seminar, workshop, and other information and learning programs;
b) Coordinate with the colleges/branches/campuses especially on their extension training and seminar activities;
c) Take charge of the capability-building activities of the team members of the EMO; and,
d) Lead the implementation of other extension-related activities that may be deemed important and necessary by the University.
The Chief of the Extension and Community Linkages Center has the main function to establish linkages and partnerships with government, non-government, and industry associations, local or international, that could foster dynamic people’s involvement for sustainable community development.
Specifically, the Chief has the following functions:
a) facilitate the partnership with external, agencies, institutions, companies, and LGUs so the results of extension initiatives can be extended to outside parties;
b) create a centralized hub for extension partnerships, focusing on developing and maintaining extension relationships with external parties; c) develop a prospectus for University Extension Services for easier dissemination of information to potential partners and other stakeholders; d) seek out potential foreign partnerships for extension programs in collaboration with the colleges, branches, or campuses in close coordination with the International Affairs Office; and,
e) serve as link between Foundations/Corporate Social Responsibility (CSR) departments of companies and potential beneficiaries.
CENTER FOR INCLUSIVITY AND DIVERSITY
PROF. LOUIE C. MONTEMARChief, Center for Inclusivity and Diversity
The Chief of the Center for Inclusivity and Diversity has the main function to provide support mechanisms to its various stakeholders regardless of their political, social, cultural, and economic stature.
Specifically, the Chief has the following functions:
a) coordinate with the EMO and other University Offices in formulating a Diversity and Inclusion Program (DIP) for the University, complete with Plans, Programs and Budget in response to the needs of the internal stakeholders as well as the gaps and issues faced by the members of the basic sectors of the society such as the senior citizens, persons with disability, women, and children, indigenous peoples and other marginalized sectors of the community;
b) work with the appropriate offices in the university on the development and implementation of the University DIP to advocate equality, equity, and empowerment for the members of the basic sectors of the society;
c) coordinate with the colleges, branches, campuses on possible collaborative projects and activities on diversity and inclusivity;
d) coordinate with external institutions to promote collaborations and partnerships on diversity and inclusivity-related projects and activities; and,
e) submits reports and coordinates with the director of EMO on other university-assigned and related work/activities.
The Chief of the Community Relations and Outreach Services whose main function is to implement projects that build goodwill and social and human capital that is needed for initiating and maintaining relevant and responsive university-community partnerships (UCP) for extension work.
Specifically, the Chief has the following functions:
a) assists the Director in promoting good rapport between the University and other sectors of society including local government entities;
b) coordinates with the members of the academic community and outside organization / LGU in pursuing specific community-related works/activities;
c) advises the University administration on the proprietary of involvement in community projects and in giving contributions to some requesting and deserving agencies;
d) creates and develop an Annual Outreach Plan;
e) scouts for the private partnership for potential sponsorship for the outreach programs intended for the community; and,
f) performs other functions as may be assigned from time to time by the EMO director.
