The EMO Mission, Objectives and Organizational Structure
Mission and Objectives
The Extension Management Office (EMO) was created for PUP’s active participation in the pursuit of social and community development that contributes to the empowerment or capability building of partner-beneficiaries—individuals, barangays and government agencies, or non-government organizations and communities. This is realized through the relevant and responsive extension programs of PUP’s various colleges and administrative offices which are designed to address targeted partners’ specific needs.
The University Extension Service Unit
EMO is the lead unit of PUP in formulating and implementing extension policies, guidelines, and standards in line with existing rules of the Commission on Higher Education (CHED). These are designed to help address pressing social needs by rendering various expert services to its target beneficiaries.
To carry out its mission to help communities empower themselves for sustainable development, the EMO commits itself to:
1. Engage in collaborative extension undertakings with the assistance of the technical expertise of different colleges, branches, satellite campuses, and other PUP offices;
2. Ensure active participation in intensified national and international advocacy for poverty reduction and social development;
3. Promote a high sense of volunteerism among the faculty, administrative staff, and students towards service to the target beneficiaries; and,
4. Mold the community extension programs and services to align with the actual needs of target beneficiaries and thus help rebuild and transform lives of partner communities;
Moreover, to ensure fulfillment of its mission, the EMO lays down the following objectives:
1. Expand capability development programs that cater to the recurring needs of its host communities;
2. Deliver greater access to education and digital information by making full use of available resources and technologies;
3. Formulate appropriate quality extension services through community needs identification, project preparation and implementation, and monitoring and evaluation;
4. Establish linkages with LGUs, NGOs, private sector and industry associations, as well as national and international organizations, institutions, and agencies to realize plans for expansion as well as generate financial support for University extension projects;
5. Provide avenues for the entire University to unite, collaborate, and participate in extension-related undertakings to achieve the shared vision of sustainable development.
Organizational Structure
The University Extension Agenda
The PUP is placing a high premium not only in providing better quality education but also in engaging in sustainable community development programs that will pave the way for relevant University-community collaboration and innovative approaches that address social issues and concerns.
The University shall pursue extension service programs, projects, and activities that will enable institutions, industries, and communities to contribute to the achievement of sustainable development. The following extension agenda serves as a pillar in the implementation of the University extension programs.
The agenda draws meanings and perspectives from the literature on development studies and corporate social responsibility. These include some of the official government documents, e.g., the National Economic Development Authority’s (NEDA) ‘Ambisyon Natin 2040, NEDA’s Philippine Development Plan 2017-2022, Commission on Higher Education (CHED) Memorandum Order 52 S. 2016 and United Nations Sustainable Development Goals 2030.
NEDA’s provisions on Inclusive Development as indicated in the Philippine Development Plan 2017-2022, i.e. Enhancing the Social Fabric (“Malasakit”), Inequality-Reducing Transformation (“Pagbabago”), and Increasing Growth Potential (“Patuloy na Pag-unlad”), set the priority areas for the University’s development interventions.2
Moreover, the NEDA’s “Ambisyon Natin 2040” exemplifies an ideal and desirable way of life that is envisioned for the Filipino people by the year 2040. The PUP extension agenda is designed to contribute to the fulfillment of this goal.3
CHED Memorandum Order No. 52 (S.2016) provides PUP’s framework for the conduct of its extension services i.e., to promote the generation, adoption, and
transfer or application of new knowledge and technologies for community involvement. Further, the CMO clearly states that “HEIs are positioned to work in partnership with communities, business, and industry in facilitating the transfer of knowledge or technology on specific developmental areas that directly affect the lives of individuals, families, and communities”.1
An extension is thus seen here as the systematic transfer of expertise from various disciplines including the transfer of research-based technologies of HEI’s and its partners to address specific development concerns. As CHED underscores, it should be a “purpose-specific, target-specific, and need-specific action program utilizing the best data or scientific evidence available from a range of disciplines to develop possible solutions to identified issues.”
Lastly, the United Nations Agenda for Sustainable Development 2030 serves as one of the foundations of the university’s extension agenda by incorporating programs and projects that are aligned with the agenda’s 17 development goals i.e., poverty alleviation, environmental sustainability, gender equality, peace and justice, quality education, health and nutrition, technology and innovation, among others.4
The following extension agenda of the university shows a strong commitment to achieving positive social transformation and empowerment in its immediate communities through the conduct of various extension programs that tap the expertise of the members of the PUP community.
Agenda 1: Social Enterprise, Business, Economics and Finance
Improving people’s lives is one of the main thrusts of the university extension agenda. This can be translated into various programs in cooperative development, livelihood, financial literacy, accounting system development, entrepreneurship, human resource management, personality development, marketing and office administration, educational tourism, and hotel and transportation management.
Agenda 2: Health, Wellness and Safety
The health and well-being of every individual is another priority that should be afforded to people especially from those in the marginalized sectors. The university provides programs that are geared towards solving these concerns through fitness, water safety, first-aid, reproductive health, medical and dental health, community health, disaster and risk management, individual, team and combative sports, and nutrition and dietary management.
Agenda 3: Environment, Conservation and Sustainable Development
The country is one of the most threatened places in terms of environmental degradation and loss of biodiversity. In response to the need to nurture ecological sustainability in the country, the university explores programs that will contribute to this cause. The programs on climate change, solid waste management, water safety, urban gardening, organic agriculture, permaculture, agri-fisheries, vermiculture, and horticulture are some of these efforts.
Agenda 4: Education, Communication, Culture and the Arts, Gender and Development
Education is a lifelong journey. Individuals, especially the youth are entitled to the learning experience that can give assurance for a more sustained and
productive life. The culture and the arts are essential in instilling one’s national identity while communication functions as a tool to abate ignorance and misinformation, and serves as a bridge to mutual understanding.
PUP aligns its extension programs with this agenda through projects on media and information literacy, print and broadcast journalism, children’s educational television, integrated marketing communication, social communications, health communication, basic literacy and numeracy, business communication, research literacy, performing arts, visual arts, language education, resource material translation and development, Filipino and English journalism, gender sensitivity, and women’s rights.
Agenda 5: Science, Engineering and Technology
The advent of technological breakthroughs and scientific advancement permeate and inevitably affect the country in a very significant way, and societies and communities must respond to these challenges.
The University through its extension programs is finding ways by which such breakthroughs shall be shared with and adapted by the beneficiaries. Such programs include, thus far, emergency alert signal transmission, welding, house wiring, electronic product assembly, basic consumer electronic, disaster and risk management, plumbing, carpentry, automation, robotics, computer servicing system, design and systems analysis, information technology literacy, web design, software development and implementation, urban gardening, solid waste management, food and sanitation, food processing, chemical products development, research literacy, basic math, applied statistics, body mass index assessment, and nutrition education.
Agenda 6: Governance and the Law
Good governance and just relations are the foundation of a stable social order. As a champion of human rights and equality, the university helps lay such a foundation through its significant extension programs on local governance and administration, public management, women and gender issues, human rights and free legal aid services, fiscal management, good governance, fiscal accountability, taxation, labor relations, urban and rural development, youth leadership, persons with special needs acknowledgment, and inclusivity.
