ARTICLE II
1. When a space object is launched into earth orbit or beyond, the launching State shall register the space object by means of an entry in an appropriate registry 'which it shall maintain. Each launching State shall inform the Secretary-General of the United Nations of the establishment of such a registry.
2. Where there are two or more launching States in respect of any such space object, they shall jointly determine which one of them shall register the object in accordance with paragraph 1 of this article, bearing in mind the provisions of article VIII of the Treaty on principles governing the activities of States in the exploration and use of outer space, including the moon and other celestial bodies, and without prejudice to appropriate agreements concluded or to be concluded among the launching States on jurisdiction and control over the space object and over any personnel thereof.
3. The contents of each registry and the conditions under which it is maintained shall be determined by the State of registry concerned.
ARTICLE III
1. The Secretary-General of the United Nations shall maintain a Register in which the information furnished in accordance with article IV shall be recorded.
2. There shall be full and open access to the information in this Register.

1. Cuando se lance un objeto espacial a la órbita terrestre o más allá de ella, el Estado lanzador deberá inscribir dicho objeto espacial en un registro apropiado que mantenga. Cada Estado lanzador informará al Secretario General de las Naciones Unidas sobre la creación de dicho registro.
2. Cuando haya dos o más Estados lanzadores con respecto a cualquier objeto espacial de este tipo, deberán determinar conjuntamente cuál de ellos registrará el objeto de conformidad con el párrafo 1 del presente artículo, teniendo en cuenta las disposiciones del artículo VIII del Tratado sobre los principios que rigen las actividades de los Estados en la exploración y utilización del espacio ultraterrestre, incluidas la Luna y otros cuerpos celestes, y sin perjuicio de los acuerdos pertinentes celebrados o que se celebren entre los Estados lanzadores sobre la jurisdicción y el control sobre el objeto espacial y sobre cualquier miembro de su personal.
3. El contenido de cada registro y las condiciones en que se mantenga serán determinados por el Estado de registro de que se trate.
ARTÍCULO III
1. El Secretario General de las Naciones Unidas llevará un Registro en el que se inscribirá la información proporcionada de conformidad con el artículo IV.
2. Se garantizará el acceso pleno y abierto a la información contenida en este Registro.

Capítulo I
Evaluación Ambiental Estratégica
Artículo 5. El Ministerio de Ambiente hará evaluaciones ambientales estratégicas para políticas, planes y programas que supongan potenciales oportunidades estratégicas y riesgos para la conservación ambiental y el uso sostenible de los recursos naturales.
El Ministerio de Ambiente reglamentará este artículo, para lo cual dispondrá de un término de dos años, contado a partir de la entrada en vigencia de esta Ley.
Capítulo II
Ordenamiento Ambiental del Territorio Nacional
Artículo 6. El Ministerio de Ambiente promoverá el establecimiento del ordenamiento ambiental del territorio nacional y velará por los usos del espacio en función de sus aptitudes ecológicas, sociales y culturales, su capacidad de carga, el inventario de recursos naturales renovables y no renovables y las necesidades de desarrollo, en coordinación con las autoridades competentes. El ordenamiento ambiental del territorio nacional se ejecutará en forma progresiva por las autoridades competentes, para propiciar las acciones tendientes a mejorar la calidad de vida. Las actividades que se autoricen no deberán perjudicar el uso o función prioritaria del área respectiva, identificada en el Programa de Ordenamiento Ambiental del Territorio Nacional.
English Translation
Chapter I
Strategic Environmental Assessment
Article 5. The Ministry of the Environment shall conduct strategic environmental assessments for policies, plans, and programs that present potential strategic opportunities and risks for environmental conservation and the sustainable use of natural resources.
The Ministry of the Environment shall issue regulations implementing this article within two years from the effective date of this Act.
Chapter II
Environmental Land-Use Planning for the National Territory
Article 6. The Ministry of the Environment shall promote the establishment of environmental land-use planning for the national territory and shall ensure that land is used in accordance with its ecological, social, and cultural characteristics, its carrying capacity, the inventory of renewable and non-renewable natural resources, and development needs, in coordination with the competent authorities. Environmental land-use planning for the national territory shall be implemented progressively by the competent authorities to foster actions aimed at improving the quality of life. Authorized activities shall not impair the priority use or function of the respective area, as identified in the National Environmental Land-Use Planning Program.
