APLE Contract Approval Meeting -- Friday, October 23, 2020

APLE -- be on the lookout for a copy of the new Memorandum of Understanding (MOU) which was discussed during the October, 23, 2020 meeting. The new MOU will be signed and uploaded to the APLE website shortly.
Minutes:
Contract Extension: An 18 month letter of agreement for the extension of the APLE contract, has been approved. The APLE contract which expired October, 21, 2020, was approved for an 18 month extension through April 21, 2022. The Library expects to be in the same financial situation for the next 6 months, and 2021 will be a levy year, so the extension will take us to after levy time, when we will know more about the 2022 finances.
Step increases: Staff will not be getting their step increases from October 22, 2020- April 21, 2022. Instead, the Library will be giving each non-class A probationary member a lump sum of $1400, subject to withholding -- equals 2.5% of the average of all APLE salaries, on March 31, 2021 with a separate paycheck. If the library provides CWA a general wage increase during this time, APLE will meet to confer payment with the bargaining unit.
Reminder -- if you believe you did not receive your step increase for April or October this year, email Kim Turner, and CC Kris or Jeff -- they are anticipating some issues.
Library services: Library agreed to discuss changes to library services and operations, and the associated needs of the library in the Labor Management meetings. APLE is currently down 7 librarians. The Library will not be extending the number of hours we work, so work will need to be done within the hours we are currently working. Hiring more staff would help cover more hours and help cover Sunday hours, whenever Sunday scheduling resumes.
Previous MOU: This MOU with the 18 month extension will replace the MOU that expired September 19, 2020. The other MOU about teleworking and about sick leave are still in place.
Finance update?: The Library still anticipated being down $2 million at the end of 2020. Still have not gotten an accurate look into next year, the PLF numbers are not an accurate indicator of what its doing or what the economy is doing. But we are still holding steady.
