Exchange Packet Rules

1. CONTRIBUTIONS TO PACKETS

Booklets for inclusion in Packets must be sent to the Packet Secretary and must conform to the following regulations:

a) Either the booklets provided by the society, which may be obtained from the Packet Secretary, or booklets of similar size (approx. 8" x 5") must be used.

b) Stamps must be securely affixed by means of hinges and should be mounted on one side of the sheet, preferably the right-hand page.

c) The selling prices to the nearest 1p must be plainly marked ABOVE the stamps, minimum 1p. Catalogue number and catalogue value may be inserted if desired but should not be capable of being confused with the selling price.

d) The total number of stamps included and the total value, must be shown on the front cover.

e) Booklets which do not comply with these requirements may be refused inclusion in the Packet. 

2. INSURANCE

A charge to cover transit insurance will be made on all booklets submitted. At the time of drafting  the rules, this charge is 1p for each £1 of the total value of stamps contained in the booklet when received by the Packet Secretary.

3. POSTAGE

A deduction to cover the cost of return postage on the booklets will be made when remitting sales unless a stamped addressed envelope of suitable size is sent with the booklets.

4. COMMISION

A commission of 10% for the benefit of the Society's funds will be charged on all sales from the Packet. 

5. ENTRY ON CIRCULATION LIST

Members who wish to receive the Packets must apply to the Packet Secretary for inclusion of their names on the circulation lists.

There is no guarantee that this can be done retrospectively, on Packets already in  circulation.

6. RESIGNATION, CHANGE OF ADDRESS, ABSENCE FROM HOME

Any member who wishes to have his/her name removed from the circulation list must give one week’s clear notice to the Packet Secretary. A change of address or temporary absence from home (e.g. on holiday) must also be notified in good time to the your predecessor on the circulation list.

7. CONTENTS OF PACKETS

Each Packet shall contain;

a) A series of booklets, numbered consecutively.

b) A circulation list of names and addresses of members who are to receive the packet. This list should also show the quantity of booklets included.

c) A supply of remittance slips to be used for notifying the Packet Secretary of the receipt and despatch of the Packet and of purchases made from the Packet.

8. PROCEDURE ON RECEIPT OF PACKET

On receipt of the packet, the contents should be checked, and the member must report at once to the Packet Secretary, and to the preceding holder of the packet, if any of the articles listed (contained) in rule 7 are missing.

9. EXTRACTIONS FROM PACKET

a) Before any stamp is removed, careful examination should be made of all spaces from which stamps have previously been taken and if any spaces are found without signature, notice must at once be sent to the Packet Secretary and the previous holder.

THE LATTER SHALL BE LIABLE FOR THE VALUE OF THE STAMPS NOT SIGNED FOR AND FOR ANY POSTAGE INCURRED

After sending the necessary notifications the member should insert an appropriate note in the space/s from which the stamps are missing.

b) A member removing stamps must use a rubber name stamp or sign his name (NOT INITIALS) in ink, in each space from which he/she has removed a stamp.

c) On the front cover of any booklet from which the member has removed stamps he/she must enter his/her name and quantity and total price of stamps

d) A summary and other particulars for which provision is made, must be entered on a remittance slip and this must be sent to the Packet Secretary, with cash or cheque for the amount due, IMMEDIATELY THE PACKET HAS BEEN HANDED OR POSTED TO THE NEXT MEMBER ON THE CIRCULATION LIST. Dates of receipt and despatch and total of purchases must also be inserted on the circulation list in the Packet.

e) If no stamps are removed from a Packet, a "NIL" return must be sent to the Packet Secretary without delay.

f) When handing the Packet on to the next member, his signature should be obtained on the remittance slip, as evidence of receipt, before the slip is sent to the Packet Secretary.

MEMBERS MUST REALISE THAT, HAVING SIGNED FOR THE PACKET,

THEY ARE PERSONALLY RESPOSIBLE FOR IT AND ALL ITS CONTENTS UNTIL

THE PACKET SECRETARY RECEIVES FROM THEM EVIDENCE THAT THE

PACKET HAS BEEN HANDED TO THE NEXT MEMBER.

They will be required to make good the value of booklets or stamps lost or damaged as a result of their negligence or careless handling.

10) NON-MEMBERS

Members shall not remove stamps for the benefit of non-members, nor permit any other person to do so.

11) LIABILITY

Neither the society nor any of its Officers shall be held responsible for any members debts, nor for packets, booklets or stamps lost in transit, but under normal circumstances losses in transit are covered by insurance. Insurance cover is, however, dependent upon immediate notification being given to the Packet Secretary of the transmission of the Packet from one member to another.

12) DELETION FROM CIRCULATION LIST

Members who do not observe these rules or whose subscriptions are in arrear will be liable to have their names removed from the Packet Circulation Lists without prior warning.
