(4) Regarding the Quantitative Study had technical problems not prevented me from testifying they would've heard the following: in none of the questions included in the power point presentation were customers informed of the health impacts from RF emissions. Impacts that not only WSSC is aware of -- but has consistently acknowledged. Due to WSSC’s failure to be fully transparent, customers surveyed were denied the opportunity to make fully informed decisions...resulting in the data being artificially skewed.
FACTS:
Maryland Marketing Source, Inc did the quantitative study
WSSC paid them over $161,000 in FY 19 and FY 20
the quantitative presentation was so biased, Commissioners called the presenter and staff out on it
2 of the survey questions were not included in the presentation
Commissioners questioned the 20% who would still opt-out after being informed of AMI "benefits" as a reason not to move forward
in an effort to brainwash - uhh, I mean "educate" - more customers to favor AMI an extensive information campaign was suggested by the 3rd party surveyor along with another study to be conducted at a later time (supported by staff)
a full copy of the survey is not provided on the link; still missing are questions 9 & 11
