Under Rules of Golf (2019) "hazards" (officially called "water hazards" in the past) have been renamed to Penalty Areas. The ESAs are defined as No Play Zones and as they are all completely within Penalty Areas you must not play the ball in there but must take a 1 shot penalty. Relief is normally taken from a reference point where the ball last crossed the edge as it entered the Penalty Area.
The areas will be marked with stakes and the lines on the diagrams show where the stakes areas defining Penalty Areas or Out of Bounds are.
Red stakes define the Red Penalty Areas where you do have the option to play the ball where it lies (Holes 3, 4, 5, 17, 18). They are marked in the diagrams with bright red lines.
Red stakes with green tops defines a No Play Zone that is also a Red Penalty Area (Holes 8 - 15). Dark red lines with green dashes are used on the diagrams
White stakes define Out of Bounds which are delineated on the ground by a wire fence. (Holes 1, 2). Grey or White lines on the diagrams mark OoB

There are some fences that are just left over from course construction but they do not depict Out of Bounds
For Penalty Areas, a Gaffers Local Rule indicates that the area is bounded by the edge of the regularly mown area rather than direct lines between the adjacent stakes.
Grey lines show OoB where the only relief is "Stroke and Distance". You must take with a penalty stroke and replay a shot from the previous point or use a Provisional Ball played from the same spot.
White lines show OoB where the Alternative to Stroke and Distance Local Rule may be used instead if the player chooses to, with two penalty strokes.
If you no not (or cannot) use other relief options, Stroke and Distance relief (from the point of the original shot with a 1 stroke penalty) is always allowed.
