This is intended to improve the pace of play and ensure equality.
A ball that enters the Penalty Area can normally be played after a drop. However, in this situation on this hole, there is no legal way within the Rules of Golf that the drop can be across the path towards the fairway or the hole.
Finding the correct drop position can be time consuming as separate steps should be used to determine a drop area that is not affected by the fence or the path. For left-handed players it may be extremely difficult to find a legal and fair location.
So the drop zone provides an alternative to the Rules of Golf options assuming that you do not wish to play it as it lies, or to play it after finding a drop area under the Rules of Golf.
Scenario 1.
If a ball goes into the Penalty Area on the right hand side of the course and you do not wish to attempt to play from there. You may drop in the drop zone defined, with a penalty stroke.
Scenario 2.
If your stance or swing are affected by the cart path or the fence, you may use the drop area with no penalty
