Alternative to Stroke & Distance (Local Rule) - 2 penalty (New for 2019)
Introduced for 2019 as a Local Rule to help the pace of play in some cases when Stroke and Distance should be used, as it avoids the need to return to position of previous shot. To ensure that the option is adopted in a common manner, precise Model Local Rule text is provided for the use of the Committee.

Used when ball is Lost in the General Area or is out of bounds. Similar options exist but when a ball is out of bounds, the Ball reference point is the point at which the ball went out of bounds. The ball location is irrelevant.

Not available when ball is
in a penalty area
where there is no fairway on a hole, or where the ball has not reached the line of the beginning of the fairway.
if the player has already played a provisional ball for the original stroke
when the player declares a ball to be unplayable
Two Penalty strokes must be counted as it simulates scenario where stroke and distance was taken. E.g.
first shot goes out of bounds =1
Penalty =2;
Subsequent shot from original spot (Stroke and Distance) goes to fairway =3
