Castro Refuses
Castro receives your letter and immediately contacts Khrushchev.
Khrushchev reassures him that he believes you are a weak, scared President. He tells Castro that, "I know for certain that Kennedy doesn't have a strong background, nor, generally speaking, does he have the courage to stand up to a serious challenge."
Castro contacts you and tells you that he will not be sending the missiles back to Russia. They are for the defense of Cuba and are to prevent a U.S. invasion.
He believes he has called your bluff...
