Missile Sites
You begin clearing areas in Cuba in preparation for the missile sites. It is very difficult to conceal your work. The only hope is that you can complete it before the Americans discover what you are up to.
The problem is that the Americans are flying not-so-secret covert U-2 spy plane missions over the island. These planes take pictures of anything they fly over.
It's only a matter of time before the sites are discovered.
