Blockade

Avoiding the notion to be "trigger-happy", while also not bowing down to the Soviets and Cubans, you decide to use the Navy to enact a blockade of Cuba.

You declare that no ships will be allowed into or out of Cuba without passing an inspection by U.S. Navy personnel. Any ship attempting to run the blockade or threatening any U.S. ship participating in the blockade, will be torpedoed and sunk.

While not an overt action, the blockade poses a giant threat to Cuban daily life as they rely on shipping for daily necessities. Hopefully, when faced with a slow, crippling fate Castro and the Cubans will give in and send the missiles back to Russia.
