The Ministry of Women and Child, is committed to creating a solid foundation for a protective environment for children. In these lines Gujarat state child protection society was formed under the guideline of Department of Social Justice and Empowerment Department at state level, for implementation of Integrated Child Protection Scheme, a centrally sponsored scheme. Under GSCPS, District Child Protection Units in each district have been formed to implement the scheme at District, block and Village level through joint efforts of all the stakeholders.
‘Child Protection’ is about protecting children from or against any perceived or real danger or risk to their life, their personhood and childhood. It is about reducing their vulnerability to any kind of harm and protecting them in harmful situations. It is about ensuring that no child falls out of the social security and safety net and, those who do, receive necessary care, protection and support so as to bring them back into the safety net. While protection is a right of every child, some children are more vulnerable than others and need special attention. The Government recognises these children as ‘children in difficult circumstances’, characterised by their specific social, economic and geo-political situations. In addition to providing a safe environment for these children, it is imperative to ensure that all other children also remain protected. Child protection is integrally linked to every other right of the child.
The intend of the case study is to fully understand the functioning of a state level gornment body and further develop a system mapping as to how the programs and policies devised at national level gets implemented and governed at district and village level. The objective of this study was also to understand and develop consumer journey map, stakeholder map, service blueprint.
Conduct and Participate with various state owned and world organisation for formulation of policies and solution for better implementation of child welfare programmes and further training the state officials for the same.
Spreading awareness and working with various State level NGO rescuing and tracking missing children from human trafficing or urban settlements where they are working as child labour, abused by street dwellers with team of volunteers and officials
GSCPS conducts trainning and facilitation programmes at state, district and village level with plans and policies to be implemented in villages and further they take feedback from the ground volunteers for better policy development.
The organisational structure helped us in developing an understanding of the system, that outlined how the society's activities were directed in order to achieve a collective goal of child development and safety in gujarat. we were able to understand how each department dwell in a specific area and comes together when required for instance Child welfare committe and juvenile justice board each working independently would come together for a specific case ( orphan for crime conduct)
Keeping the Gandinagar child development and welfare society at the apex of the map, we mapped all the Stakeholders, these were the other organisations and societies at district and village level who were working on field along with GSCPS, we gave them different colour code depending on their level and hierarchy of affect and influence in the process of implementation of the policies and programmes aided for child welfare.
It also helped in understanding the relation and interlinking between different stake holders and their roles in the service. We realised how complex this relationships where and that often these would bend or change as and when a necessity would occur.
Beneficiary mapping showed the structure of the benefits which the children would receive and further for making the beefit reach its user how various programmes and policies are implemented internally for the success of the bigger goal. we mapped who would receive training from whom, who's responsible for making policies, where does the brainstorming happens and who all the involved in the process, when do information gets to flow from the bottom to the apex and various other activities that would directly or indirectly help in the working of the organisation.
Process workflow is like an extension of the beneficiary mapping , it helps visualise the organisation and stakeholder to understand the flow of the whole service. It helps understand the roles of the individuals and products involved throughout the service. In this case we took one scenario and created a process chat to understand the workflow
It also enables to understand the loopholes in the given service/system.
As the society was responsible for ensuring that each child gets to exercise its right to existence as put down by the Indian state law, the product being offered here was of a emotional kind and that in form of a service which did not a single point of contact or a single door from where you can get it. The service would complete when a child gets to exercise his or her basic right to living, food, shelter, education and love. Thus it was challenging to create a beneficiary journey map as each child was rescued from a different situation and was restored to their basic right.
The journey map enabled us to understand as to how a child would get rescued from the point of offense by various stakeholders.
Blueprints help identify opportunities for optimisation. The visualisation of relationships in blueprints uncovers potential improvements and ways to eliminate redundancy.
