ACT 55 amendment to ACT 158
Two Score Keystone Composite
Act 55 of 2022 amends the Pennsylvania School Code to further assist students in meeting statewide high school graduation requirements. Effective immediately, any student may graduate via the Keystone Composite Pathway provided the student:
Earned a non-numeric Proficient in a Keystone Exam pursuant to Act 136 of 2020;
Successfully completes locally established, grade-based requirements for academic content associated with each Keystone Exam in which the student does not have a numeric or non-numeric score of Proficient/Advanced; and
Achieves a Keystone Composite score of 2939 or greater for two of the three Keystone Exams (calculated using the highest numerical scores attained by the student, neither of which may be Below Basic and at least one of which must be Proficient or better).
If a student has two NNP, then that student is not eligible for the two score Keystone composite.
Dual Enrollment - School districts, charter schools, cyber charter schools, regional charter schools, and CTCs must have at least one dual enrollment agreement with a Pennsylvania postsecondary institution.
Industry Credentials - LEAs must include industry recognized credentials on student transcripts moving forward.

March 22, 2023 Meeting
What are the requirements for evidence collection and reporting when a student enrolls or transfers from another school entity?
The "minimum two per year" language is included as a guideline for districts to make decisions in the cases of extended absenteeism, transfer, external placement, home or online education, or other enrollment issues. An LEA providing instruction to a student is responsible for collecting two pieces of evidence for each full or mostly full year the student receives instruction, and one piece of evidence for any partial year of instruction.
Enrollment prior to January 1st constitutes full year enrollment; enrollment after January 1st constitutes partial year enrollment. If artifacts follow a transfer student to a receiving district, they should be included in the student's portfolio, but students should not complete assignments from earlier grade bands.
If a school is unsuccessful at getting the student’s portfolio that is ok. If they get audited, they are only looking at current students and what they have completed at the school based off of enrollment date. So, if a student would move into the district they would only need to complete the number of artifacts that would be needed from that starting point. For example, a 5th grader started at the district in January. By the end of the 5th grade year that student should have 6 artifacts but since they didn’t move in until late in their 5th grade year, they would only need to complete 1 in order to be compliant.
